PENDAHULUAN
 LATAR BELAKANG

Peningkatan populasi manusia yang terus tumbuh mengakibatkan kebutuhan

akan pangan, bahan bakar, lokasi pemukiman dan berbagai kebutuhan lain akan
terus meningkat. Disisi lain limbah domestik juga meningkat dengan pesat.
Pertumbuhan populasi manusia berdampak besar terhadap lingkungan dimana
manusia itu tinggal. Perbedaan pandangan mengenai masalah lingkungan dan
pembangunan timbul diantara kelompok negara berkembang dengan negara maju.
Walaupun pembangunan dapat memecahkan masalah kesejahteraan
penduduk namun pengalaman menunjukan pembangunan dapat dan telah
menimbulkan dampak negative terhadap lingkungan. Dengan adanya dampak
negative tersebut maka perlu dipertimbangkan pembangunan yang akan
dilaksanakan harus berwawasan lingkungan sehingga merupakan suatu bentuk
pembangunan yang berkelanjutan untuk jangka panjang.
 Kota Denpasar adalah salah satu kota besar yang kemungkinan pengelolaan sampahnya
juga akan berdampak seiring dengan penambahan timbulan sampah dan pertambahan penduduk
setiap tahunnya. Jumlah penduduk Kota Denpasar setiap tahunnya meningkat, pada tahun 2019
jumlah penduduk telah mencapai 947.100 jiwa (BPS Kota Denpasar, 2019) dan menghasilkan
sampah sebanyak 1.195.939 m3/ tahun, sehingga perhari timbulan sampah yang dihasilkan
berkisar 3.276,5 m3/ hari ( DLHK Kota Denpasar, 2019). Kota Denpasar sebagai pusat
pemerintah, pembangunan, perekonomian dan kemasyarakatan pada Propinsi Bali, sehingga
berpotensi menghasilkan jumlah timbulan sampah yang lebih banyak dari daerah lainnya

Pengelolaan sampah harus dilakukan dengan melalui suatu proses perencanaan yang baik
serta memperhitungkan kebutuhan sarana dan prasarana yang memadai sesuai dengan rencana
penanganan pengelolaan sampah tersebut (Muttaqien & Sugiyantoro, 2012). Pengelolaan

 Rumusan Masalah
Berdasarkan paparan diatas maka dapat
dirumuskan permasalahan sebagai berikut Bagaimana
proyeksi pertumbuhan penduduk dan timbulan sampah
pada cakupan pelayanan Kota Denpasar jangka
menengah serta mengetahui optimisasi perencanaan
infrastruktur pengelolaan sampah sesuai target
cakupan pelayanan Kota Denpasar .?
 TUJUAN PENELITIAN MANFAAT PENELITIAN

1. Mengetahui proyeksi pertumbuhan
penduduk dan timbulan sampah pada
cakupan pelayanan Kota Denpasar.
2. Terwujudnya proses perencanaan yang
baik serta memperhitungkan kebutuhan
sarana dan prasarana yang memadai
sesuai dengan rencana penanganan
pengelolaan sampah.
1. Manfaat Akademik
Penelitian ini dapat dijadikan referensi dalam
pengambilan keputusan pada saat perencanaan
pola pengelolaan sampah terpadu agar menjadi
pengelolaan yang optimal dan berkelanjutan.
2. Manfaat Pemerintah
Dapat menjadi referensi dalam penyusunan
Rencana Strategis ( Renstra ), Rencana
Pembangunan Jangka Menengah Daerah
(RPJMD) dan Rencana Kerja Pemerintah
Daerah ( RKPD ) Kota Denpasar sehingga
tercipta perencanaan pola pengelolaan sampah
menjadi optimal dan berkesinambungan.
 BATASAN MASALAH
Penelitian ini mencakup simulasi dan analisa skenario dalam
pemodelan program linier. Pada penelitian ini ada beberapa batasan
masalah antara lain sebagai berikut :

1. Mengidentifikasi jumlah timbulan sampah dan proyeksi

pertumbuhan penduduk Kota Denpasar.

2. Optimisasi perencanaan infrastruktur pengelolaan

sampah.

intensif dan berkelanjutan. Selanjutnya,
menyusun strategi pelaksanaan monitoring dan
evaluasi secara kontinu dan berkala saat
program dijalankan.
