 A. Latar Belakang Masalah
Banjir merupakan salah satu contoh bencana yang paling sering terjadi. Banjir dapat dikategorikan
sebagai bencana yang paling banyak menimpa negara maju maupun negara berkembang. Total kerugian
dan korban jiwa yang diakibatkan oleh bencana banjir juga tidaklah sedikit. Guha-Sapir dalam Rohman
(2012:2) menyatakan bahwa bencana banjir yang terjadi pada tahun 2010 di Pakistan dipastikan telah
menelan korban jiwa hampir 1985 orang dan tercatat sebagai kejadian bencana yang banyak
menimbulkan kematian setelah bencana gempa bumi di Haiti dan China. Sementara untuk kerugian
ekonomi, banjir yang menerpa Negara China dan Pakistan pada pertengahan tahun 2010 menempati
urutan kedua setelah gempa bumi yang menghantam wilayah Chili dan menyebabkan kerugian sebesar
27,5 miliar dollar Amerika
Sedangkan untuk kejadian bencana di Indonesia, banjir merupakan bencana yang paling sering terjadi
di hampir semua wilayah Indonesia. Berdasarkan data sebaran kejadian bencana dan korban meninggal
yang dikeluarkan oleh Badan Nasional Penanggulangan Bencana (BNPB), banjir menempati urutan
pertama berdasarkan kategori kejadian bencana dan tercatat 4.024 kejadian sejak tahun 1815 sampai
2012. Frekuensi kejadian banjir tercatat yang paling banyak dengan prosentase 39% dan setelahnya
adalah kejadian bencana angin puting beliung dan tanah longsor. Dalam kurun waktu yang sama,
kejadian bencana banjir yang terjadi di Indonesia telah menyebabkan korban meninggal sebanyak
18.569 orang.

Banjir selalu mengancam beberapa kota yang ada di Indonesia jika musim penghujan tiba, termasuk
Provinsi Jawa Tengah khususnya Kota Surakarta. Kota Surakarta merupakan salah satu kota yang
mengalami banjir. Wilayah pada Kota Surakarta masih banyak yang memiliki tingkat kerawanan banjir
dari sedang sampai tinggi.
Banjir sangat menghambat aktivitas masyarakat, banyak sarana dan prasarana yang tidak dapat
digunakan, dapat menimbulkan berbagai penyakit pasca banjir, menimbulkan kerugian harta benda
bahkan dapat menelan korban jiwa. Secara tidak langsung, banjir juga dapat menghambat kegiatan
perekonomian di suatu wilayah.

Menurut Kementerian Pekerjaan Umum RI (Departemen Kimpraswil, 2001), banjir adalah suatu
keadaan sungai, dimana aliran air tidak tertampung oleh palung sungai, sehingga terjadi limpasan dan
atau genangan pada lahan yang semestinya kering.

Menurut Kodoatie dan Sjarief (2005:17) banjir ada dua peristiwa, pertama peristiwa banjir atau
genangan yang terjadi pada daerah yang biasanya tidak terjadi banjir dan kedua peristiwa banjir terjadi
karena limpasan air banjir dari sungai karena debit air banjir tidak mampu dialirkan oleh alur sungai
atau debit banjir lebih besar dari kapasitas pengaliran sungai yang ada.
Berdasarkan pengertian banjir menurut Kodoatie dan Sugiyanto tersebut, kejadian banjir yang sering
terjadi di Kota Surakarta merupakan banjir berupa genangan dilihat dari waktu tergenangnya banjir
yang biasanya hanya beberapa jam hingga akhirnya air kembali surut saat hujan tidak lagi terjadi serta
banjir genangan banyak dijumpai di wilayah yang topografi atau reliefnya relatif datar. Berbeda dengan
banjir yang terjadi di kota-kota besar lainnya seperti misalnya yang sering melanda Ibukota Jakarta,
banjir yang terjadi dapat berlangsung hingga berhari-hari bahkan sampai berminggu-minggu.
 B. Rumusan Masalah
Berdasarkan latar belakang tersebut maka rumusan masalah dalam penelitian ini yaitu sebagai berikut:
1. Dimana saja lokasi di Kota Surakarta yang memiliki tingkat kerawan banjir tingkat sedang hingga
tingkat tinggi ?
2. Apa penanganan yang dapat dilakukan dalam mengatasi banjir tersebut ?

C. Tujuan Penelitian
Tujuan yang diharapkan dari penelitian ini yaitu untuk:
1. Mengetahui dimana saja lokasi di Kota Surakarta yang memiliki tingkat kerawan banjir tingkat
sedang hingga tingkat tinggi.
2. Mendeskripsikan cara penanganan banjir tersebut

Banjir dan Kota Surakarta
 A. Banjir
Banjir merupakan bencana alam yang paling sering terjadi di Indonesia. Definisi banjir adalah keadaan
dimana suatu daerah tergenang oleh air dalam jumlah yang besar. Kedatangan banjir dapat diprediksi
dengan memperhatikan curah hujan dan aliran air. Namun kadangkala banjir dapat datang tiba-tiba
akibat dari angin badai atau kebocoran tanggul yang biasa disebut banjir bandang.

B. Kota Surakarta
Kota Surakarta adalah kota terbesar ketiga di pulau jawa bagian selatan dengan memiliki luas wilayah
44,04 km2 yang memiliki penduduk 522.364 jiwa serta memiliki kepadatan 11.861,00/km 2

 A. Curah Hujan di Kota Surakarta
Curah hujan pada tahun 2019 digolongkan pada curah hujan yang cenderung tinggi. Curah hujan
tertinggi menurut Laporan Akhir Badan Penanggulangan Bencana Kota Surakarta Tahun 2020 didapat
pada bulan Januari memiliki curah hujan sebesar 573,9 mm dengan banyak hari hujan sebanyak 24
hari dari 31 hari.
