Silabus Kepemimpinan
Pengantar
Kepemimpinan merupakan konsep penting dalam organisasi, baik di organisasi privat
maupun publik. Kepemimpinan merupakan hal yang tak terpisahkan dari konsep peran
memimpin (the role of leader) dalam menentukan sukses atau gagalnya organisasi.
Pemimpin yang baik harus mampu membawa organisasi mencapai tujuannya,
sebaliknya pemimpin yang buruk dapat membawa organisasi pada ambang kehancuran
atau krisis. Pemimpin yang buruk (poor leader) biasanya menggunakan organisasi
sebagai kendaraan untuk memenuhi interest pribadi. Kepemimpinan seperti itu berusaha
untuk mengeksploitasi organisasi terlepas dari nilai-nilai kesopanan (Ethical Value).
Logika transaksional menjadi nilai dasar dalam menjalankan organisasi. Karena itu
aktivitas yang dilakukan selalu pararel dengan kompensasi yang diterima. Meski
demikian konsep pemimpin dan atau kepemimpinan yang “baik” atau “buruk” masih
menjadi konsep yang bisa diperdebatkan. Karena itu pengembangan ukuran
kepemimpinan yang baik dan relevan perlu dilakukan. Untuk tujuan itulah silabus ini
dibuat.
Mata Kuliah Kepemimpinan sektor publik diharapkan mampu memberikan wawasan
teoritis mengenai teori-teori kepemimpinan dan prakteknya di beberapa negara. Maksud
disampaikannya teori-teori kepemimpinan diharapkan dapat membekali mahasiswa
dengan penguasaan teoritik. Pengetahuan teori-teori kepemimpinan memberikan input
yang mencakup gaya atau style kepemimpinan yang efektif baik pada tataran wacana
idealis maupun strategi untuk menghadapi kondisi yang realistik. Dengan kemampuan
tersebut mahasiswa sangat mungkin mengembangkan potensi kepemimpinan yang
dimiliki. Adanya kemampuan teoritis akan memberikan alternatif pengembangan soft
skills baik dalam kecakapan manajemen teamwork, organizational management
membentuk diri sebagai pioneer. Sementara pengetahuan mengenai praktek
kepemimpinan di beberapa Negara memberikan wawasan benchmarking sekaligus
menambah kecakapan untuk memimpin di sector public.
Kelas dimulai dengan diskusi tentang apa itu leadership, termasuk di dalamnya teori-
teori yang dikembangkan para ahli. Kedua mahasiswa dikenalkan mengenai perbedaan
leader dengan manager, power dengan authority. Ketiga, mahasiswa diajak untuk
mendiskusikan isu isu kepemimpinan di berbagai Negara.
Kuliah ini menawarkan pelbagai isu tematik berkaitan dengan kepimimpinan sektor publik
seperti kepemimpinan di era milenial, pengembangan, peran, dan petahapan serta
strateginya. Secara rinci metode yang digunakan selama proses perkuliahan adalah
sebagai berikut:
1. Pemaparan dan diskusi tentang konsep-konsep kepemimpinan
2. Penulusuran praktek kepemimpinan: Indonesia dan LN
3. Kritisi
4. Diskusi temuan observasi.
5. Paper : konsep, kasus dan model
