Dr. Dra. Joyce J. Rares, M.Si dan Dr. Grace J. Waleleng, S.Sos., M.Si
Efektivitas merupakan salah satu ukuran terkait hasil pelaksanaan kegiatan atau program
yang dijalankan. Suatu program dapat dikatakan efektif, apabila program tersebut memenuhi
indikator yang menjadi tolak ukur. Suatu program yang dilaksanakan harus berdasarkan dengan
tujuan yang telah ditetapkan. Program Kartu Prakerja adalah program perlindungan sosial yang
difokuskan untuk pengembangan modal manusia di Indonesia yang hadir menjadi dengan
beragam jenis pelatihan yang ditujukan kepada para pencari kerja, buruh/pekerja terdampak
pemutusan hubungan kerja atau pekerja yang membutuhkan peningkatan kompetensi.
Penelitian ini bertujuan untuk mengetahui efektivitas program kartu prakerja era pandemi
COVID – 19 di Dinas Tenaga Kerja dan Transmigrasi Provinsi Sulawesi Utara. Penelitian ini
menggunakan metode kualitatif deskriptif dengan menggunakan indikator pengukuran
efektivitas pencapaian tujuan, integrasi dan adaptasi. Tahapan analisis data dilakukan dari tahap
pengumpulan data, reduksi data, penyajian data dan penarikan kesimpuan. Hasil penelitian
menunjukan bahwa program kartu prakerja di Sulawesi Utara ditinjau dari indikator pencapaian
tujuan, integrasi dan adaptasi menunjukan hasil cukup efektif pelaksanaanya di era pandemi
COVID – 19.

Effectiveness is one of measurement related to the results of the implementation of
activities or programs being carried out. A program can be said to be effective, if the program
meets the indicators that become the benchmark. A program that is implemented must be based
on the objectives that have been set. The Pre-Employment Card Program is a social protection
program that is focused on developing human capital in Indonesia, which comes with various
types of training aimed at job seekers, workers/workers affected by termination of employment or
workers who need competency improvement. This study aims to determine the effectiveness of the
pre-employment card program in the era of the COVID-19 pandemic at the Department of
Manpower and Transmigration of North Sulawesi Province. This study uses a descriptive
qualitative method using indicators of measuring the effectiveness of achieving goals, integration
and adaptation. The stages of data analysis were carried out from the stages of data collection,
data reduction, data presentation and drawing conclusions. The results showed that the pre-
employment card program in North Sulawesi in terms of indicators of achieving goals,
integration and adaptation showed that its implementation was quite effective in the era of the
COVID-19 pandemic
