Abstrak

Strategi pertahanan merupakan salah satu kajian penting dalam studi hubungan internasional yang secara
khusus membahas upaya negara untuk mempertahankan eksistensinya dalam sistem internasional. Literatur-
literatur tentang strategi pertahanan mengidentifikasi beberapa faktor yang mempengaruhi perumusan
strategi pertahanan, yaitu (1) ancaman, (2) politik domestik, (3) geografi, (4) doktrin, (5) ekonomi, dan (6)
teknologi. Tulisan ini berupaya untuk menyingkap konsensus dan perdebatan di antara para ahli. Tulisan ini
turut menyertakan refleksi literatur yang didasari oleh persebaran tema yang diangkat, tren penulisan serta
persebaran perspektif dari tulisan-tulisan para ahli. Sebagian besar literatur menunjukkan doktrin dan
teknologi sebagai faktor dominan dalam perumusan strategi pertahanan. Lebih jauh, perdebatan dan
konsensus yang terjadi kemudian merefleksikan perbedaan paradigma di antara mereka, yaitu neorealisme
dan konstruktivisme. Pembahasan kemudian akan dilanjutkan dengan pemaparan sintesis yang berupa; (1)
strategi pertahanan mengalami peralihan dari ranah taktis menuju ranah politis dan (2) faktor-faktor yang
mempengaruhi strategi pertahanan dapat dibagi menjadi faktor struktural dan faktor non-struktural. Tulisan
ini turut mengidentifikasi kesenjangan literatur (gap) yang terbagi atas: (1) kesenjangan bahasan mengenai
diplomasi pertahanan, (2) kesenjangan paradigmatik dari sudut pandang liberalis, serta (3) minimnya
literatur non-barat. Tinjauan pustaka ini akan diakhiri dengan kesimpulan dan rekomendasi, baik akademis
maupun praktis, bagi penulisan selanjutnya. <hr />Defense strategy is one of the main studies in
international relations studies that specifically discusses the state's efforts to maintain its existence in the
international system. The literature on defense strategy identifies several factors that influence the
formulation of defense strategy, namely (1) threat, (2) domestic politics, (3) geography, (4) doctrine, (5)
economy, and (6) technology. This paper attempts to uncover the consensus and debate among experts. This
paper also includes literature reflections that are based on the distribution of the themes raised, the writing
trends and the distribution of perspectives from the writings of experts. Most of the literature shows doctrine
and technology as dominant factors in the formulation of defense strategy. Furthermore, the debate and
consensus that followed reflected the different paradigms between them, namely neorealism and
constructivism. The discussion will then be followed by a synthesis presentation in the form of; (1) the
defense strategy undergoes a shift from the tactical realm to the political realm and (2) the factors that
influence the defense strategy can be divided into structural factors and non-structural factors. This paper
also identifies the literature gap (gap) which is divided into: (1) discussion gaps regarding defense
diplomacy, (2) paradigmatic gaps from a liberalist point of view, and (3) the lack of non-western literature.
This literature review will conclude with conclusions and recommendations, both academic and practical,
for further writing.
