 Trilogi Pembangunan
Pelaksanaan pembangunan nasional pada masa orde baru, bertumpu pada
beberapa program yang diusung oleh Presiden Soeharto dalam kabinet
pembangunannya. Program tersebut diberi nama trilogi pembangunan.
Trilogi pembangunan tersebut mencakup beberapa aspek, yakni:
• Pemerataan pembangunan dan hasilnya demi menuju terciptanya
keadilan sosial bagi seluruh rakyat Indonesia.
• Pertumbuhan ekonomi yang cukup tinggi.
• Stabilitas nasional yang sehat dan dinamis.
1. Pembangunan yang dilakukan pemerintah pada masa orde baru ini tidak
hanya difokuskan pada satu bidang kehidupan berbangsa dan bernegara
yang ada.
2. Berikut ini beberapa kebijakan yang diusung oleh pemerintah orde baru
di berbagai bidang:
1. Bidang Pertanian
Pertanian merupakan salah satu bidang yang memiliki kendali terhadap berjalannya perekonomian di
Indonesia.
Pertanian juga merupakan bidang yang dijadikan sebagai prioritas untuk dikembangkan pada masa orde
baru ini.
Pembangunan sektor pertanian pada masa orde baru sangat erat kaitannya dengan istilah revolusi hijau.
Berikut kebijakan pemerintah orde baru di bidang pertanian:
Program Revolusi Hijau
Pelaksanaan program revolusi hijau ini dilakukan dengan menerapkan panca usaha tani serta sapta usaha
tani. Kedua konsep panca usaha dan sapta usaha tani tersebut pertama kali diperkenalkan oleh Universitas
Institut Pertanian Bogor.
Panca usaha tani itu sendiri merupakan suatu usaha atau program untuk meningkatkan hasil panen. Dan
dalam panca usaha tani ada 5 usaha yang harus dijalankan untuk memperoleh hasil panen yang maksimal
dan berkualitas. Usaha tersebut seperti:
Pemilihan dan penggunaan bibit unggul, Pengolahan lahan tanah yang baik, Pemupukan yang tepat,
Pengendalian hama, Pengaturan irigasi atau penyiraman pada proses pertanian
Sedangkan sapta usaha tani adalah lanjutan usaha tani yang terdapat pada isi dari panca usaha tani.
Jika di panca usaha tani menjelaskan tentang pengolahan lahan dan sampai perawatan saja, sedangkan
sapta usaha tani menjelaskan secara umum mengenai penanganan pengolahan panen dan pengolahan
hasil panen.
Adapun metode yang dilakukan untuk mendukung berjalannya revolusi hijau, yaitu dengan: Penerapan
metode ekstensifikasi pertanian, Intensifikasi pertanian, Diversifikasi pertanian, Rehabilitasi pertanian,
Mekanisasi pertanian
Pembentukan KUD dan Bulog
Selain dengan melakukan beberapa metode tersebut, untuk dapat melancarkan program revolusi hijau
pemerintah juga melakukan pengoptimalan terhadap koperasi tani (Koperta) di tingkat desa.
Pada tahun 1971 Koperta tingkat primer telah dihimpun oleh Badan Usaha Unit Desa (BUUD). BUUD ini
bertugas untuk melakukan penyuluhan, pengolahan, dan pemasaran produksi pertanian serta
pengkreditan.
Namun, pada tahun 1978 Koperta mengalami pergantian nama menjadi Koperasi Unit Desa (KUD). Dalam
penanganan masalah pangan ini pemerintah juga mendirikan Badan Urusan Logistik (Bulog) yang
berhasil dibentuk pada tahun 1967.
Bulog dimandati untuk melakukan impor beras dari pemerintahan sendiri. Dalam hal pengadaan stok beras,
Bulog telah bekerja sama dengan KUD.
2. Bidang Pendidikan
Pendidikan merupakan hal yang sangat dianggap penting di indonesia.
Pendidikan ini sangat mempengaruhi kualitas sumber daya manusia yang
ada di Indonesia.
Pada masa orde baru pemerintah berusaha untuk melaksanakan pembangunan
dalam bidang pendidikan juga.
Hal tersebut dapat dibuktikan dengan adanya penempatan pembangunan
pendidikan untuk menjadi salah satu program yang diprioritaskan pada
masa orde baru. Berikut kebijakan pemerintah di bidang pendidikan:

—SOMEONE FAMOUS
• Pembentukan Program Pelita
Program ini dibentuk dengan tujuan untuk memberantas buta huruf yang ada di
Indonesia. Dalam Pelita II pemerintah baru melakukan usaha pemerataan
pendidikan di seluruh pelosok Indonesia.
Untuk mendukung program pelita II, Presiden Soeharto menginstruksi adanya
pembangunan seolah dasar hingga ke pelosok negeri. Dengan hal itu, pada masa ini
muncul isilah SD Inpres yaitu SD yang dibangun atas instruksi dari presiden
Soeharto.
Program pemerataan pendidikan di Indonesia masih terus berlanjut hingga program
Pelita IV. Selanjutnya dalam Pelita V, pemerintah memulai untuk merintis program
wajib belajar yang ditujukan dengan adanya sekolah lanjutan tingkat pertama.
Program yang diusung pemerintah pada pelita V, juga disebut dengan program wajib
belajar sembilan tahun. Dalam pelita V, juga dilakukan pembinaan tenaga kerja
pada bidang pendidikan yang diupayakan untuk mendukung kualitas tenaga
pengajar yang ada di indonesia.
• Pembentukan GNOTA
Selain mengembangkan program mengajar, pemerintah juga membentuk
program Gerakan Nasional Orang Tua Asuh (GNOTA).
GNOTA bertujuan untuk dapat memberikan kesempatan terhadap anak-anak
yang berasal dari keluarga tak mampu agar dapat mengenyam pendidikan
yang layak.
GNOTA sendiri difokuskan pada 2 tujuan, pendidikan serta kemanusiaan.
Adanya program ini hanya difokuskan pada daerah daerah terpencil agar
tujuan pendidikan yang diusung mencapai ekpektasi.
 3. Kesehatan
Untuk mendukung kesehatan sumber daya manusia di Indonesia, pemerintah pada masa orde baru
menjalankan 2 program secara langsung yang bergerak dalam bidang kesehatan. Program ini terdiri atas
program Keluarga Berencana (KB) dan program Pusat Kesehatan Masyarakat (Puskesmas).

• Program Keluarga Berencana

Keluarga Berencana (KB) merupakan program yang didirikan untuk dapat menekan laju pertumbuhan
penduduk yang ada di Indonesia. Keluarga Berencana tersebut dicetuskan oleh Ibu Tien Soeharto yang
telah disetujui oleh MPR pastinya.Sebagai langkah awal untuk mendukung program tersebut
pemerintah juga mendirikan Lembaga Keluarga Berencana yang berskala nasional (LKBN). Lembaga
ini bertujuan untuk melakukan sosialisasi mengenai KB kepada masyarakat.
 • Program Kesehatan Masyarakat
Program kesehatan masyarakat ini diwujudkan dengan mendirikan pusat kesehatan
masyarakat (Puskesmas) yang berada di setiap kecamatan.
Puskesmas sendiri dibentuk dengan tujuan untuk mewujudkan kepedulian dan
kesadaran masyarakat mengenai pentingnya kesehatan.
Lalu pada tahun 1984, untuk semakin mengembangkan program tersebut, pemerintah
membentuk Pos Pelayanan Terpadu (Posyandu) yang dibentuk di setiap desa
ataupun kelurahan.
Posyandu ini memiliki lima program utama, yaitu kesehatan ibu anak (KIA), keluarga
berencana (KB), gizi, penanggulangan diare, serta imunisasi.
Pendirian posyandu ini sendiri dipusatkan kegiatannya untuk menangani kesehatan
balita dan ibu hamil. Namun, dalam perkembangannya posyandu dapat menjadi
penggerak kesehatan masyarakat di daerah pedesaan .
 Sosial Budaya
Kebijakan pemerintah orde baru pada bidang sosial lebih ditekankan pemerintah pada pemerataan
kesejahteraan rakyat. Guna dilaksanakannya pemerataan kesejahteraan rakyat oleh pemerintah,
pemerintah orde baru mencanangkan program transmigrasi.

• Program transmigrasi
Program transmigrasi ini mulai dicanangkan pada pelita I. Tujuan dari pelaksanaan transmigrasi ini
sendiri untuk menyediakan tenaga kerja dalam proyek pemerintah yang berada di bidang perkebunan,
perikanan, ekspor kayu, serta untuk pemerataan penduduk.

Sedangkan dalam bidang budayanya, pemerintah orde baru berusaha untuk menyusun strategi guna
mengarahkan perkembangan budaya kepada berbagai usaha usaha yang dapat memperkuat kepribadian
sosial, kebanggaan, dan kesatuan nasional.

Untuk dapat mewujudkan hal tersebut, pemerintah melakukan peningkatan pembinaan seni secara meluas
melalui berbagai komponen, seperti sekolah, kursus, dan wadah kesenian lainnya.

Selain itu, pemerintah juga melakukan pencatatan, serta penelitian terhadap setiap warisan budaya
nasional.
 Ekonomi
Pada masa orde baru, berbagai kebijakan ekonomi dikembangkan untuk dapat mencapai
tujuan ekonomi itu sendiri. Berikut beberapa kebijakan di bidang ekonomi yang diusung
pada masa orde baru dan berhasil mendongkrak perekonomian Indonesia.
• Peningkatan Peran BUMN
Pada masa orde baru BUMN memiliki peran yang sangat penting dalam sistem
perekonomian di indonesia.
Soeharto memiliki anggapan bahwa pemerintah merupakan arsitek utama yang menjadi
penggerak dalam pembangunan perekonomian di Indonesia.
Dengan anggapan seperti itu pemerintah menjadi memiliki kesadaran untuk membangun
perekonomian di Indonesia menjadi semakin maju.
Melalui beberapa kebijakan yang telah ditetapkan pemerintah Indonesia, pemerintah
menghapus kewenangan instansi teknis yang berperan sebagai pengawas dan
memberikan kewenangan terbesar kepada departemen keuangan sebagai satu satunya
pengawas BUMN
• Perluasan Lapangan Kerja
Pemerintah orde baru berusaha untuk membuka lapangan pekerjaan untuk
dapat meningkatkan perekonomian di indonesia.
Pembukaan lapangan kerja tersebut melalui beberapa proyek padat karya
dan bantuan pemerintah daerah.
Proyek padat karya sendiri merupakan salah satu usaha yang dapat
dilakukan untuk dapat mengatasi permasalahan pengangguran, terutama
di beberapa daerah dengan produksi pangan yang rendah.
Pembentukan program tersebut, juga didukung dengan pemberdayaan para
pekerja untuk dapat membangun sarana dan prasarana publik seperti
jalanan dan jembatan.
