PETISYEN 1: BANTAHAN TERHADAP PENAFIAN HAK GRADUAN ISMP UNTUK DIPOSTINGKAN PENGENALAN/LATAR BELAKANG PERMASALAHAN Biarpun mendapat PNGK

4 flat dan lulus dengan cemerlang proses temuduga Suruhanjaya Perkhidmatan Pelajaran (SPP) namun belum tentu menjamin graduan Ijazah Sarjana Muda Pendidikan (ISMP) keluaran IPTA tempatan mendapatkan pekerjaan sebagai guru tetap di bawah naungan KPM. Ini bertepatan dengan apa yang telah dilaporkan oleh Berita Harian, bertarikh 29 Mac 2012 yang dipetik daripada katakata Timbalan Menteri Pelajaran Malaysia II, Dr Mohd Puad Zarkashi yang menyatakan bahawa pelantikan guru dari kalangan ISMP oleh KPM akan dibuat berasaskan kekosongan (di sekolah di seluruh negara), mengikut opsyen dan cukup syarat kelayakan. Secara kasar, memanglah petikan kata-kata beliau ini dianggap relevan kerana bertepatan dengan keperluan dan bajet kerajaan namun sekiranya diteliti secara mendalam, jika pengambilan guru tetap dari kalangan ISMP ini tidak berlaku pada semua graduan, akan menyebabkan ramai graduan ISMP menganggur untuk satu jangka masa yang lama ataupun mungkin untuk selama-lamanya. Ini kerana kelayakan yang ada pada ijazah graduan ISMP yang terbatas hanya dalam dunia pendidikan, akan menyebabkan pihak industri menolak mereka bulat-bulat jika mereka memohon apa-apa pekerjaan di sektor industri swasta. Sebagai contoh, jika seseorang graduan ISMP itu mengambil jurusan pendidikan muzik, apakah pekerjaan sesuai yang boleh dipohon oleh graduan tersebut di lapangan industri swasta? Selain daripada itu juga, pihak Gabungan Graduan ISMP Malaysia (GGIM) yang mewakili graduan pendidikan IPTA seluruh Malaysia telah dimaklumkan bahawa daripada 5500 calon yang ditemuduga SPP, lebih kurang hanya 2600 calon yang akan diambil menjawat jawatan sebagai guru tetap dan ada sesetengah opsyen yang mana pihak KPM hanya akan mengambil 20 orang daripada hampir 300 orang calon yang memohon untuk lantikan tetap. Calon-calon yang gagal akan diklasifikasikan sebagai calon simpanan selama 6 bulan dan jika tetap tidak dipanggil lebih dari tempoh tersebut, pencalonan mereka akan secara automatik terbatal dan mereka hendaklah memohon pada tahun berikutnya jika terus ingin mendapatkan pekerjaan sebagai guru. PERMASALAHAN YANG TIMBUL/KEKELIRUAN Permasalahan yang sedang membelenggu graduan ISMP ini juga menimbulkan seribu satu tanda tanya bagaimana perkara sebegini boleh terjadi sedangkan bilangan pengambilan pelajar untuk mengambil jurusan pendidikan di IPTA seluruh Malaysia adalah mengikut unjuran yang dikeluarkan sendiri oleh pihak KPM mengikut keperluan yang diperlukan pada tahun akan datang. Sebagai contoh, jika pada tahun 2014 bilangan kekosongan guru Matematik di seluruh Malaysia adalah 250 orang, maka KPM akan menetapkan kuota tersebut dan diserahkan kepada pihak IPTA seluruh Malaysia yang menawarkan jurusan pendidikan Matematik untuk mengambil pelajar mengikut kuota tersebut dan tidak mengambil lebih daripada unjuran tersebut. Pihak GGIM dimaklumkan bahawa pihak IPTA seluruh Malaysia sentiasa mematuhi unjuran yang dikeluarkan oleh KPM dalam pengambilan pelajar jurusan pendidikan bagi mengelakkan masalah terhadap anak graduan mereka di masa akan datang. Pihak-pihak IPTA juga menapis ketat pelajar-pelajar ISMP ini dengan mewajibkan lulus 2 peringkat

tapisan iaitu lulus ujian MEdSI (Malaysian Educators Selection Inventory) dan lulus saringan temuduga keguruan. Lantaran itu, persoalannya mengapa masalah lambakan guru ini masih terjadi? Biarpun pihak KPM ada menjelaskan bahawa peningkatan umur persaraan guru sedia ada yang pada mulanya dari 55 tahun kepada 58 tahun dan akhirnya kepada 60 tahun telah menyebabkan unjuran tersebut sedikit sebanyak terganggu, namun di pihak graduan ISMP merasakan ini adalah sesuatu yang tidak adil kepada tenaga-tenaga muda ini dalam mendapatkan hak mereka. Tambahan pula, kerajaan juga bersedia menyerap seramai 7,079 orang Guru Sandaran Tidak Terlatih (GSTT) di seluruh negara ke dalam jawatan tetap selepas mengikuti kursus perguruan di Institut Pendidikan Guru Malaysia (IPGM) dan Institusi Pengajian Tinggi Awam (IPTA) terpilih sebagaimana yang dilaporkan oleh Berita Harian yang bertarikh 20 Dis 2011. Hal ini telah menimbulkan tanda tanya kepada graduan ISMP, mengapa berlaku ketidakadilan sehinggakan graduan ISMP masih gagal ditempatkan ke jawatan tetap sehingga sekarang. Sekiranya kerajaan sanggup menyerap GSTT sebagai guru tetap, sepatutnya kerajaan juga telah bersedia menempatkan ISMP di sekolah-sekolah mengikut unjuran yang telah ditetapkan. CADANGAN Lantaran itu, pihak GGIM yang mewakili suara ISMP seluruh Malaysia merayu kepada pihak KPM agar meneliti semula kuota pengambilan 2600 orang graduan ISMP untuk dilantik ke jawatan guru tetap dan biarlah mengikut unjuran asal sepertimana yang telah dikeluarkan oleh pihak KPM diawal-awal pengambilan pelajar ISMP ini dahulu. Pihak GGIM juga menuntut agar KPM menyediakan jalan penyelesaian yang lebih komprehensif dan tidak membiarkan graduan-graduan ISMP terus terumbangambing dalam menentukan hala tuju hidup sekalipun KPM tidak dapat menampung bilangan ISMP untuk menjawat jawatan guru tetap disebabkan masalah bajet dan gangguan kekosongan disebabkan umur persaraan dengan cara menjalinkan kerjasama dengan pihak Amanah Rakyat dan kerajaan negeri seluruh Malaysia agar graduangraduan ISMP yang tidak mendapat tempat ini diambil menjawat sebagai guru sekolahsekolah menengah kendalian MARA seperti MRSM, guru sekolah-sekolah dan kolejkolej kendalian kerajaan negeri seperti SM Agama Johor dan sebagainya. Pihak kami juga merayu campur tangan YAB Perdana Menteri Malaysia, Datuk Seri Najib Tun Razak dalam mencari jalan penyelesaian masalah graduan ISMP ini yang telah pun berlanjutan hampir 1 tahun selaras dengan hasrat beliau yang mahukan setiap masalah rakyat terbela sebaik-baiknya berdasarkan prinsip Gagasan 1 Malaysia, Rakyat Didahulukan Pencapaian Diutamakan.

Oleh itu pihak GGIM menjalankan petisyen pungutan suara ini sebagai bantahan terhadap penafian hak graduan ISMP menjawat jawatan guru tetap (dipostingkan) dan menuntut agar KPM meneliti semula keputusan mereka sebelum ini.

PETITION 1: OBJECTION AGAINST THE POSTING DENIAL OF ISMP G GRADUATE TEACHER Achieving 4 flats CGPA and successfully passed the interview session by Surahanjaya Perkhidmatan (SPP) does not guarantee the graduates of Bachelor of Education (B.Ed) the product of Malaysian public higher education institution (IPTA) to be as permanent teachers under the Malaysian Management of Education (MOE). This is consistent with what has been reported by the Berita Harian, dated on March 29, 2012, quoted from the words of Deputy Minister of Education Malaysia II, Dr Mohd Puad Zarkashi stating that the appointment of teachers among the ISMP by the MOE will be made based on the vacancy (in schools and throughout country), as an option and needed sufficient qualifications. Briefly, his statement is indeed considered as relevant to conformity with the requirements and the government budget, but thoroughly, if the recruitment of teachers from the ISMP does not happen to all graduates, this will cause the ISMP graduates unemployed for a long time long or even forever. This is because the qualification of the graduates is limited only into the education option, and it causes the industry refuses to employ them in the private sector. As for example, if the graduates took the music course, what is the suitable job to be applied in privates sector? In correlation, Gabungan Graduan ISMP Malaysia (GGIM) who represents the graduates of educational option from the local public higher learning institutions all over Malaysia has been informed that out of 5500 candidates who were interviewed by SPP, approximately, there are only 2600 candidates will be posted to fill up the vacancies as permanent teachers. There are some courses which MOE will only allocate 20 from 300 ISMP candidates. Those who fail will be classified as reserved candidates for six months and if they do not obtain any response within the period, their selection will be automatically cancelled. They have to reapply for the position next year if they want to be a teacher. The problems haunted the ISMP graduates rise up a thousand questions on how these things happen when number of students taking major in education throughout Malaysia is in accordance with its own projections issued by the MOE in accordance with the requirements needed in the coming year. For example, in the year 2014 the number of vacancies across Malaysia in math subject is 250, MOE will set the quota and submitted it to the local public higher learning institutions (IPTA) throughout Malaysia offering mathematics education majors to offer students under the quota and not take more than that. GGIM is well informed that the IPTA complies with the quota allowed by MOE in the education field according to the students intake to avoid problems in the future. The IPTA authorities also selected the ISMP students where each of them must pass two stages of MedSI test (Malaysian Educators Selection Inventory) and passed the screening interview as teachers. Thus, why the problem of having unemployed teachers are still going on? Although MOE is clearly stated that the changes of the retirement age for existing teachers, initially from 55 to 58 years old ,which finally ended to 60 years old has resulted

in projections is somewhat affected the reallocation of new teachers. ISMP graduates feel this is something that is not fair to the young ages workforce in obtaining their rights. As an addition, the government has willing to absorb 7,079 GSTT from the whole country all over Malaysia and offer them a permanent position after their completion of college courses at Institut Pendidikan Guru Malaysia (IPGM) and the selected Institutions of Higher Learning (IPTA) as reported in Berita Harian dated on 20 Disember 2011. This issue has raised so many questions to ISMP graduates. Why is this injustice occurs and caused the ISMP graduates still failed to get the permanent positions until now. If the government is willing to absorb the GSTT teacher as permanent teachers, the government should also willing to give space and place to ISMP graduates in schools according to the requirement set by the government previously. Thus, GGIM which representing whole Malaysian ISMP graduates would like MOE to review again the intake of 2600 graduates of ISMP graduates where appointed as permanent teachers and refer to the accordance with the original forecast as issued by the Ministry of Education as the beginning of ISMP first intake. GGIM also demanded that MOE provide more comprehensive solution and not to let ISMP graduates unemployed even MOE cannot settle down the number of ISMP graduates as a permanent teacher positions due to budget problems and vacancies caused by retirement age with the collaboration from the people and state governments throughout Malaysia to ISMP graduates. To those who do not get the vacancy which taken will be taken as teachers of secondary schools conducted by the government such as MRSM MARA, government funded colleges and schools, such as SM Agama Johor and others. We also needed the further attention from our beloved Prime Minister of Malaysia, Datuk Seri Najib Tun Razak to find out the solutions on this unemployed ISMP graduates who have already taken almost a year. With the principle introduced by PM, 1 Malaysia, Rakyat Didahulukan, Pencapaian Diutamakan, GGIM will also conduct a petition to protest against the denial of unemployed ISMP graduates as the permanent teachers and demanded MOE to resolve their previous decision. Thus, the GGIM has decided to run this petition of ISMP voice throughout Malaysia as an objection against posting denial of ISMP graduate teacher to be a permanent teacher.
