ABSTRACT
Human resources for health play an important role as implementers of health efforts to
achieve the highest degree of public health. However, Indonesia is currently facing an
epidemiological transition that will provide challenges and strategic issues to health human
resources, especially in public health centers in Indonesia. This study aims to analyze the
challenges and strategic issues of health human resources at public health centers in
Indonesia. The research was conducted using a literature review method from various books,
journal articles, and regulations through Google and Google Scholar. The results of the study
indicate that the challenges and strategic issues of health human resources at public health
centers in Indonesia are the availability and distribution of health human resources; quality
of health human resources; and task shifting and multitasking. Therefore, there is a need for
policies about the fulfillment of health human resources that regulate the period of service,
incentives, and career development of health human resources, so that challenges about
health human resources can be overcome.

ABSTRAK
Sumber daya manusia kesehatan berperan penting sebagai pelaksana upaya kesehatan dalam
mencapai derajat kesehatan masyarakat yang setinggi-tingginya. Namun saat ini Indonesia
sedang menghadapi transisi epidemiologi yang akan memberikan tantangan dan isu strategis
terhadap sumber daya manusia kesehatan khususnya pada puskesmas di Indonesia. Penelitian
ini bertujuan untuk menganalisis tantangan dan isu strategis sumber daya manusia kesehatan
pada puskesmas di Indonesia. Penelitian dilakukan dengan metode kajian literatur dari
berbagai buku, artikel jurnal, dan regulasi melalui Google dan Google Scholar. Hasil
penelitian menunjukkan bahwa tantangan dan isu strategis sumber daya manusia kesehatan
pada puskesmas di Indonesia meliputi ketersediaan dan distribusi SDM kesehatan; kualitas
SDM kesehatan; serta task shifting dan multitasking. Oleh karena itu perlu adanya kebijakan
terkait pemenuhan SDM kesehatan yang mengatur masa bakti, insentif, dan pengembangan
karir SDM kesehatan agar tantangan terkait SDM kesehatan dapat teratasi.
