PENDAHULUAN
1.1 Latar Belakang
Dalam kehidupan sehari-hari, manusia tidak dapat dipisahkan dengan air.
Banyak pekerjaan yang dilakukan manusia berhubungan dengan air. Salah satu
bidang pekerjaan yang memerlukan air sebagai komponen utama adalah pertanian.
Dalam perencanaan pertanian para ahli harus memikirakan faktor air yang menjadi
penunjang. Kebutuhan air untuk tanaman harus selalu dikontrol secara berkala.
Tanaman harus mendapatkan suplai air yang sesuai dengan kebutuhan untuk dapat
tumbuh dengan baik sehingga air tidak boleh melampaui batas kebutuhan ataumalah
kurang dari kebutuhan.
Kebutuhan akan air yang sesuai membuat para ahli berfikir untuk membentuk
suatu sistem pengairan yang dapat mengatur kebutuhan tanaman terutama untuk areal
pertanian yang cukup luas. Sistem yang dibuat itu dimaksudkan agar seluruh areal
pertanian mendapatkan suplai air yang cukup sehingga tidak ada areal pertanian yang
tidak mendapatkan air. Selain itu juga sistem yang dibentuk itu dimaksudkan untuk
dapat menyalurkan jumlah air yang tersedia untuk selanjutnya dibagikan secara
merata ke seluruh areal pertanian.
Beberapa rekayasa yang dilakukan manusia untuk memenuhi kebutuhan air
adalah dengan teknologi penyimpan air (dengan dibangunnya bendungan dan
embung), sedangkan untuk dapat mengalirkan dari sungai ke sawah dapat dilakukan
dengan pembangunan bendung dan saluran irigasi. Irigasi adalah penyediaan,
pengambilan, pembagian, pemberian dan pengaliran air menggunakan sistem, saluran
dan bangunan tertentu dengan tujuan sebagai penunjang produksi pertanian,
persawahan dan perikanan.
1.2 Tujuan Irigasi
Adapun tujuan dari mempelajari irigasi dan bangunan air adalah sebagai
berikut.
a) Untuk bisa merencanakan jaringan irigasi.
b) Untuk bisa menganalisa kebutuhan air bersih daerah irigasi (DR).

DASAR TEORI
Dalam konteks standarisasi ini, hanya irigasi saja yang akan ditinjau. Bentuk
irigasi yang lebih maju ini lebih cocok dipraktekan disebagian besar proyek irigasi di
Indonesia. Dalam suatu jaringan irigasi dibedakan ada empat unsur utama yaitu :
a) Irigasi Sederhana
Di dalam proyek-proyek sederhana, pembagian air tidak diukur atau diatur, air
lebih mengalir keselokan pembuang. Para pemakai tergabung suatu kelompok social
yang sama, dan tidak diperlukan keterlibatan pemerintah dalam organisasi semacam
ini, persediaan air biasanya berlimpah dan kemiringan berkisar sedang sampai curam.
3) Pengambilan Bebas
Pengambilan bebas adalah bangunan yang dibuat di tepi sungai mengalirkan ke
dalam jaringan irigasi, tanpa mengatur tinggi muka air di sungai harus lebih tinggi
dari daerah yang dialiri dan jumlah air yang dibelokan arus dijamin cukup.
4) Pengambilan Waduk
Waduk (reservoir) digunakan untuk menampung air irigasi pada waktu terjadi
surplus air sungai agar dapat dipakai sewaktu-waktu kekurangan air. Jadi fungsi
utamanya adalah untuk mengatur aliran sungai. Waduk yang berukuran besar
biasanya mempunyai banyak fungsi seperti untuk keperluan irigasi, tenaga air
pembangkit listrik, pengendali banjir, perikanan, dan sebagainya. Waduk yang
berukuran kecil dipakai untuk keperluan irigasi saja.
2) Bangunan Irigasi
Pada jaringan juga terdapat beberapa bangunan yang terdiri dari :
• Bangunan bagi adalah bangunan air yang membawa air dari saluran
sekunder sesuai jumlah air yang dibutuhkan dalam tiap petak-petak
sekunder.
• Bangunan bagi sadap adalah bangunan yang membagi air dari saluran
sekunder dan induk dimana terdapat bangunan sadap untuk satu atau lebih
petak tersier.
• Bangunan sadap adalah bangunan yang membagi air dari saluran sekunder
ke saluran tersier sesuai jumlah air yang dibutuhkan oleh petak tersier.
3) Bangunan Pengatur Muka Air
Bangunan-bangunan pengatur muka air, mengatur/mengontrol muka air di
jaringan irigasi utama sampai batas-batas yang diperlukan untuk dapat memberikan
debit yang konstan kepada bangunan sadap tersier. Bangunan-bangunan pengatur
diperlukan di tempat-tempat dimana muka air disalurkan dipengaruhi oleh bangunan
terjun atau got miring (chute).
4) Bangunan Pembawa
Bangunan-bangunan pembawa air dari arus hulu ke ruas hilir saluran. Aliran
yang melalui bangunan ini bila subkritis atau superkritis.
5) Bangunan pembawa dengan saluran superkritis
Bangunan pembawa dengan aliran subkritis diperlukan tempat-tempat dimana
lereng medanya lebih curam dari pada kemiringan maksimum saluran.
a. Bangunan terjun, dengan bangunan terjun, menurunnya muka air (dan tinggi
energi) dipusatkan di satu tempat. Bangunan terjun biasa memiliki terjun tegak
atau terjun miring. Jika perbedaan tinggi energi mencapai beberapa meter,
maka konstruksi got miring perlu dipertimbangkan.
b. Got Miring, daerah got miring dibuat apabila trase saluran melewati ruas
medan dengan kemiringan yang tajam dengan jumlah perbedaan tinggi energi
yang besar. Got miring berupa potongan saluran yang diberi pasangan (lining)
dengan aliran superkritis, dan umumnya mengikuti kemiringan medan alamiah.
6) Bangunan pembawa dengan saluran subkritis
a. Gorong-gorong
Gorong-gorong dipasang di tempat-tempat dimana lewat dibawah
bangunan (jalan, rel kereta api) atau apabila bangunan lewat dibawah saluran.
b. Talang
Talang dipakai untuk mengalirkan air irigasi lewat diatas saluran lainnya,
saluran pembuang alamiah atau cekungan lembah-lembah.
c. Sipon
Sipon dipakai untuk mengalirkan air irigasi dengan menggunakan grafitasi di
bawah saluran pembuang, cekungan anak sungai atau sungai.
d. Jembatan Sipon
Jembatan sipon adalah saluran tertutup yang bekerja keras atas dasar tinggi
tekan dan dipakai untuk mengurangi ketinggian bangunan pendukung diatas lembah
yang dalam.
e. Flum (flume)
Ada beberapa tipe flum yang dipakai untuk mengalirkan air irigasi melalui
situasi-situasi meda tertentu :
• Flum tumpu (bench flum), untuk mengalirkan air sepanjang lereng bukit
yang curam.
• Flum elevasi (elevated flume), untuk menyebrangkan air irigasi lewat diatas
saluran atau jalan lainnya.
• Flum dipakai apabila batas pembebasan tanah (righ of way) terbatas atas
jika bahan tanah tidak cocok untuk membuat potongan melintang saluran
trapezium biasa.
f. Saluran Tertutup
Saluran tertutup dibuat apabila trase saluran terbuka melewati suatu daerah
dimana potongan melintang harus dibuat pada galian yang dalam dengan lereng-
lereng tinggi yang tidak stabil. Saluran tertutup juga dibangun di daerah-daerah
permukiman dan di daerah-daerah pinggiran sungai yang terkena luapan sungai.
g. Terowongan
Terowongan dibangun apabila keadaan ekonomi/anggaran memungkinkan
untuk saluran tertutup guna melewatkan air melewati bukit-bukit dan medan yang
tinggi.
7) Bangunan Lindung
Bangunan lindung dipergunakan untuk melindungi saluran baik dari dalam
maupun dari luar. Dari luar bangunan itu memberikan perlindungan terhadap
hempasan air bangunan yang berlebihan dan terhadap aliran sungai yang berlebihan
akibat kesalahan eksploitasi atau akibat masuknya air dari luar saluran.
• Bangunan Pembuang Silang
Gorong-gorong adalah bangunan pembuang silang yang paling umum
digunakan sebagai pelindung luar, liat juga bangunan yang mengenai
bangunan pembawa. Sipon dipakai jika saluran irigasi kecil melintas saluran
yang paling besar. Dalam hal ini, biasanya dipakai lebih aman dan ekonomis
untuk membawa air irigasi dengan sipon lewat dibawah saluran pembuang
tersebut.
• Pelimpah
Ada tiga tipe lindungan umum yang dipakai, yaitu saluran pelimpah, sipon
pelimpah dan pintu pelimpah otomatis. Pengatur pelimpah diperlukan tepat
di hulu bangunan bagi, di ujung hilir saluran primer atau sekunder dan
tempat-tempat lainnya yang dianggap perlu demi jaringan keamanan.
• Bangunan Penguras
Bangunan penguras biasanya dengan pintu yang dioperasikan dengan
tangan, dipakai untuk mengosongkan seluruh ruas saluran bila diperlukan
untuk mengurangi tingginya biaya. Bangunan ini dapat digabungkan dengan
bangunan pelimpah.
2) System Drainase
Salah satu contoh system pemberian nama adalah sebagai berikut :
a. Saluran drainase diberi tanda dengan huruf besar dan nama dimulai dari hilir
hingga ke hulu. Misalnya A, B, C, D, bagian-bagian yang diberi nama dengan
huruf besar dibatasi oleh pertemuan antara dus saluran drainase, kecuali pada
bagian awal batasannya adalah ujung saluran dan pertemuan antara dua saluran
tersebut diatas.
b. Saluran drainase juga dibagi menjadi ruas-ruas, misalnya saluran drainase C
dibagi menjadi empat ruas maka nama ruas-ruas tersebut adalah C1, C2, C3,
dan C4.
c. Symbol yang member tanda bangunan pada saluran drainase C dibagi empat
ruas maka nama ruas, symbol member tanda bangunan pada saluran drainase
adalah huruf d (huruf kecil) dan urutan nama bangunan dimulai dari hilir kea
rah hulu, misalnya 3bB2 ini berarti bangunan ke tiga pada saluran drainase B
ruas yang kedua.
3) Tata Warna Peta
Tata warna standar yang akan digunakan untuk menunjukan berbagai
tampakkan irigasi pada petak. Warna-warna yang akan dipakai adalah :
• Biru untuk jaringan irigasi, garis penuh untuk jaringan irigasi yang sedang
direncanakan.
• Merah untuk jaringan pembuang dan sungai, garis penuh untuk jaringan
yang sudah ada dan garis putus-putus untuk jaringan yang direncanakan.
• Coklat untuk jaringan jalan.
• Kuning untuk daerah yang tidak dialiri.
• Hijau untuk pembatas kabupaten, kecamatan, desa dan kampong.

Pada laporan tugas besar ini suatu curah hujan efektif dapat dihitung dari data
curah hujan rata-rata setengah bulanan. Data curah hujan setngah bulanan dapat diliat
pada soal yang telah diberikan. Adapun data curah hujan rata-rata setengah bulanan
tersebut adalah sebagai berikut :

Berdasarkan gambar 3.1 di atas, terlihat bahwa dalam satu tahun curah hujan
tidak dapat diandalkan sepenuhnya untuk memenuhi kebutuhan air tanaman pada
daerah irigasi. Sehingga diperlukan perencanaan pola tata tanam untuk
mengoptimalkan kebutuhan air terhadap ketersediaan air, agar diperoleh pembagian
air yang cukup pada semua daerah irigasi.

➢ Efisiensi lrigasi
Seperempat sampai sepertiga dari jumlah air yang diambil akan hilang sebelum
air itu sampai ke sawah. Kehilangan ini disebabkan oleh kegiatan eksploitasi,
evaporasi, rembesan.
Kehilangan akibat evaporasi dan rembesan sangat kecil dibandingkan dengan
kehilangan akibat kegiatan eksploitasi. Perhitungan rembesan hanya dilakukan bila
kelulusan tanah cukup tinggi. Kehilangan air di jarinfan irigasi dapat dibagi-bagi
sebagai berikut :
1. 15% - 25% : di petak tersier antara bangunan sadap ke sawah (e t), sehingga
efisiensi = 75% - 85%
2. 7,5% - 12,5% : di saluran sekunder (es), sehingga efisiensi = 87,5% - 92,5%
3. 7,5% - 12,5% : di saluran sekunder (es), sehingga efisiensi = 87,5% - 92,5%
Keterangan:
e = Efisiensi saluran keseluruhan (65% - 79%)
et = Efisiensi saluran tersier
es = Efisiensi saluran sekunder
ep = Efisiensi saluran primer

Saluran primer membawa air dari jaringan utama ke saluran sekunder dan ke
petak-petak tersier yang diairi. Batas ujung saluran primer adalah pada bangunan
bagi yang terakhir.
