ABSTRAK

Anggaran Pendapatan dan Belanja Daerah (APBD) merupakan dokumen

keuangan pemerintah daerah yang disusun untuk periode 1 (satu) tahun berlaku
mulai 1 januari hingga 31 desember dan disahkan oleh DPRD yang akan
menghasilkan peraturan daerah yang mengatur penetapan APBD. APBD harus
disusun dan ditetapkan secara tepat waktu, agar program yang sudah tertulis pada
APBD dapat terealisasi sesuai jadwal yang telah ditetapkan. Tujuan penelitian ini
merupakan untuk menganalisis apa saja faktor yang mempengaruhi timeliness
penetapan APBD.
Populasi penelitian ini merupakan Pemerintah daerah Kabupaten/Kota di
Jawa Tengah tahun 2013-2017. Teknik Sampling dari penelitan ini menggunakan
metode purposive sampling. Data dari penelitian ini diperoleh dari kantor BPK,
kantor BPKAD Provinsi Jawa Tengah, Website KPU Jawa Tengah, dan Website
pemerintah daerah Kabupaten/Kota di Jawa Tengah yang aktif. Analisis data yang
digunakan untuk menguji hipotesis pada penelitian ini adalah uji regresi logistik.
Hasil dari penelitian ini menunjukkan bahwa Dana Alokasi khusus memiliki
pengaruh positif signifikan terhadap timeliness penetapan APBD, sedangkan
variabel ukuran pemda, latar belakang kepala daerah, ukuran DPRD, komposisi
DPRD, leverage, opini audit dan DAU tidak berpengaruh signifikan.

 ABSTRACT

Regional Budget (APBD) is a regional government financial document

prepared for a period of 1 (one) year effective from 1 January to 31 December
and approved by the DPRD(parlement) which will produce regional regulations
governing the determination of the APBD. APBD must be prepared and
determined in a timely manner, so that the program that has been written on the
APBD can be realized according to a predetermined schedule. The purpose of this
research is to analyze what are the factors that influence the timeliness of APBD
determination.
The population of this study is the District / City Government in Central
Java in 2013-2017. Sampling technique from this research uses purposive
sampling method. Data from this study were obtained from the BPK office, the
Central Java Provincial BPKAD office, the Central Java KPU Website, and
active District / City government websites in Central Java. Data analysis used to
test the hypothesis in this study is the logistic regression test. The results of this
study indicate that the Special Allocation Fund has a significant positive influence
on the timeliness of the APBD determination, while the regional government
variable size, the background of the regional head, the size of the DPRD, the
composition of DPRD, leverage, audit opinion and DAU have no significant
effect.
