Pada zaman pemerintahan Hindia Belanda, Perkembangan karya sastra, baik karya
sastra Indonesia maupun karya sastra jawa mengalami perkembangan yang pesat. Tumbuh
pesatnya karya sastra saat itu melalui dua jalur penerbitan, yaitu penerbit balai pustaka
dan non balai pustaka.

Penerbit non balai pustaka adalah jalur penerbit yang bukan dari Pemerintah Hindia
Belanda. Jalur Penerbit non balai pustaka biasanya dari swasta, baik swasta pribumi
maupun swasta non pribumi.

Karena merupakan penerbit milik
dalam hasil karya yang akan
pemerintah, maka hasil hasil dari
diterbitkan. Itulah kenapa, hasil karya
terbitannya tidak lepas dari hal
non balai pustaka memiliki corak yang
berbau kolonialisme
berbeda dengan karya sastra balai
pustaka
 Walau bagaimanapun
juga, karya sastra balai
pustaka tetap
mendominasi
perkembangan karya
sastra

Jika karya balai pustaka
membahas tentang etika, etiket,
norma, moral para priyayi, maka
karya sastra non balai pustaka
tidak membahas hal itu. Sastra
jawa non balai pustaka berani
memuat hal berbau politik. karya
sastra jawa non balai pustaka
tidak dipergunakan di tempat
seperti perpustakaan. Karya
tesebut biasanya dijual bebas di
pasaran.
Walaupun karya sastra jawa non balai
pustaka tidak membahas tentang
kepriyayian, bukan berarti
pengarangnya berasal dari keturunan
non priyayi juga. Saat ini, data
mengenai status sosial mengenai
pengarang, masih sulit ditemukan.
Mereka hanya menemukan nama
nama pengarangnya saja. Bahkan,
tidak dipungkiri, mereka memakai
nama samaran sebagai nama
penulisnya.

Pada puisi terbitan non balai pustaka, pengarang meng-anonim- kan

namanya. Secara jumlah, puisi yang terbit kurang banyak,karena saat
itu, masyarakat jawa belum bisa mengekspresikan perasaan lewat novel
dan roman. Jumlah penyairnya pun juga masih sedikit. Jika pengarang
mencantumkan nama, maka yang dicantumkan adalah nama singkat.

Beberapa majalah yang mendukung penerbitan puisi jawa antara lain,

panyebar semangat dan swara tama.

Karya penting dalam karya non
balai pustaka bersifat realisme.
Artinya, dalam karya tersebut
diterangkan langkah hidup yang
harus dilakukan agar mendapat
kesuksesan
Karya penting
Pada novel Pamoring dhusun dan
basiran basirun dianggap karya
penting, karena keduanya
menawarkan konsep atau gagasan
baru di tengah budaya jawa pada
masa itu. Kedua novel tersebut
ditulis di tengah tengah karya sastra
jawa yang mayoritasnya adalah
bertemakan romansa
 Sementara, Bahasa ngoko banyak
Sistem digunakan pada cerito cekak di majalah
panjebar semangat.

Perbedaan pemakaian Bahasa ini
disebabkan karena dua faktor. Yang
pertama adalah tujuan penerbit. Yang kedua
Bahasa yang digunakan umumnya adalah
adalah
ragam bahasa Krama dan ngoko. Bagi
karya sastra yang memakai ragam bahasa
krama dimungkinkan ditulis oleh priyayi.
Penggunaan bahasa krama oleh priyayi
merupakan suatu keharusan, karena
menunjukkan kehalusan budi pekerti dan
sikap formal sehari hari
