ABSTRAK
Penelitian deskriptif ini bertujuan untuk melihat efektivitas desentralisasi kesehatan
dalam pelaksanaan program imunisasi dasar lengkap di Indonesia pada masa pandemi
COVID-19. Menggunakan metode kajian literatur, penulis mengidentifikasi hal-hal yang
menjadi tantangan atau akar masalah dalam pelaksanaan desentralisasi kesehatan dalam topik
terkait dan perkembangannya di masa sekarang, serta memberikan rekomendasi. Kajian
literatur ini membahas mengenai desentralisasi kesehatan yang secara langsung
penyelenggaraannya berkaitan dengan penyelenggaraan imunisasi dasar di daerah.
Kemudian, akan dibahas mengenai realita penyelenggaraan pada setiap daerah dengan
indikator cakupan imunisasi dasar yang ditargetkan oleh pemerintah. Akhirnya, akan dibahas
mengenai kaitan desentralisasi kesehatan dengan permasalahan dalam penyelenggaraan
program imunisasi dasar. Hasil penelitian ini menunjukkan bahwa penerapan desentralisasi
kesehatan dalam pelaksanaan program imunisasi dasar lengkap di Indonesia masih kurang
efektif, terutama pada masa pandemi COVID-19 yang mengurangi efektivitas fasilitas
pelayanan kesehatan lainnya di luar penanggulangan pandemi.

ABSTRACT
This descriptive study aims to see the effectiveness of health decentralization in the
implementation of the complete basic immunization program in Indonesia during the
COVID-19 pandemic. Using the literature review method, the authors identify the challenges
or root causes in the implementation of decentralized health in related topics and current
developments, and provide recommendations. This literature review discusses the
decentralization of health which is directly related to the implementation of basic
immunization in the regions. Then, we will discuss the reality of implementation in each
region with indicators of basic immunization coverage targeted by the government. Finally,
we will discuss the relation of health decentralization to problems in the implementation of
basic immunization programs. The results of this study indicate that the implementation of
health decentralization in the implementation of the complete basic immunization program in
Indonesia is still less effective, especially during the COVID-19 pandemic which reduces the
effectiveness of other health care facilities outside of the pandemic response.
