5. RELEVANT THEORIES
Teori yang mendasari penelitian ini adalah Teori Model penerimaan teknologi
(Technology Accaptance Model atau TAM). Tujuan utama Technology Acceptance
Model (TAM) adalah memberikan penjelasan tentang penerimaan penerapan teknologi
informasi secara umum dan memberikan penjelasan tentang perilaku atau sikap pengguna
dalam suatu populasi (Davis et al., 1989). Menurut Jogiyanto (2007) Technology
Accaptance Model berargumentasi bahwa penerimaan individual terhadap teknologi
informasi ditentukan oleh dua konstruk tersebut. Hubungan antara penggunaan sistem
dan tujuan perilaku yang digambarkan dalam Technology Accaptance Model
menunjukkan secara tidak langsung bentuk- bentuk tujuan individu untuk melakukan
tindakan yang positif. Hubungan antara persepsi kegunaan dan tujuan perilaku didasarkan
pada ide bahwa dalam penyusunan suatu organisasi, orang-orang membentuk tujuan-
tujuan terhadap perilaku yang diyakininya akan dapat meningkatkan kinerjanya.
6. HYPOTHESES
Berikut hipotesis dalam penelitian ini:
H1 : Kebermanfaatan penggunaan SIA (SIA) berbasis Teknologi Inofrmasi (TI)
berpengaruh positif terhadap minat penggunaan SIA berbasis TI
H2 : Kemudahan penggunaan SIA berbasis TI berpengaruh positif terhadap minat
penggunaan SIA berbasis TI.
H3 : Kebermanfaatan penggunaan SIA berbasis TI berpengaruh positif
terhadap kinerja karyawan.
H4 : Kemudahan penggunaan SIA berbasis TI berpengaruh positif terhadap kinerja
karyawan.
H5 : Minat penggunaan SIA berbasis TI berpengaruh positif terhadap kinerja
karyawan.
H6 : Minat penggunaan SIA berbasis TI memediasi pengaruh kebermanfaatan
penggunaan SIA berbasis TI terhadap kinerja karyawan
H7 : Minat penggunaan SIA berbasis TI memediasi pengaruh kemudahan
penggunaan SIAberbasis TI terhadap kinerja karyawan
8. SAMPLE
Populasi dalam penelitian ini adalah seluruh karyawan PT. Varia Usaha Beton
yang berjumlah 1.437 orang yang tersebar di 32 plant, dengan teknik pemilihan sampel
menggunakan purposive sampling yaitu teknik penentuan sampel dengan pertimbangan
(kriteria) tertentu. Adapun kriteria yang harus dipenuhi adalah bahwa sampel merupakan
karyawan yang menggunakan SIA untuk menyelesaikan pekerjaannya sehari-hari,
karena karyawan yang tidak menggunakan SIA dalam aktivitas pekerjaannya dipastikan
tidak akan bisa memberikan jawaban yang tepat mengenai hal yang diteliti. Selain itu
diberikan kriteria berikutnya yaitu bahwa karyawan yang memenuhi kriteria pertama
tersebut harus juga memenuhi kriteria bahwa karyawan telah memiliki masa kerja
minimal 6 (enam) bulan, dengan pertimbangan bahwa dengan masa kerja tersebut
karyawan telah melewati masa adaptasi dengan lingkungan di Perusahaan.

9. STATISTICAL TESTS
Data hasil penelitian akan dianalisis melalui alat uji statistik dengan menggunakan
software SPSS 19.0 dengan pengujian statistik Deskriptif, uji Non Response Bias, uji
kualitas data yang meliputi uji Validitas dan uji Reliabilitas. Adapun pengujian asumsi
klasik yang dilakukan meliputi uji Normalitas, uji Multikolinearitas, uji
Heteroskedastisitas, dan uji Autokorelasi
10. RESULT
Hasil penelitian ini menunjukkan bahwa:
H1 : berdasarkan pengujian nilai koefisien regresi sebesar 0,334 atau p = 0,001s,
hingga hipotesis 1 diterima. Artinya faktor kebermanfaatan SIA secara signifikan
mempunyai pengaruh positif terhadap minat menggunakan SIA.
Hasil pengujian diperoleh kesimpulan bahwa kebermanfaatan SIA berbasis TI
yang diterapkan di Perusahaan mempunyai pengaruh positif signifikan terhadap minat
karyawan dalam menggunaka SIA tersebut, dan faktor yang paling berpengaruh adalah
bahwa karyawan mempersepsikan manfaat menggunakan Varia Usaha Beton Information
Sytem (VIS) dapat meningkatkan produktivitas dan kreatifitasnya.
H2 : berdasarkan pengujian nilai koefisien regresi sebesar 0,330 atau p= 0,001,
sehingga H2 diterima. Artinya faktor kemudahan penggunaan SIA bagi karyawan
berpengaruh positif signifikan terhadap minat menggunakan SIA, hal ini dapat diartikan
karyawan akan berminat menggunakan SIA apabila mereka menganggap bahwa
pengoprasian system tersebut mudah.
Kemudahan user dalam mengakses Varia Usaha Beton Information System (VIS)
melalui komputer yang telah disediakan oleh perusahaan, hal ini dipengaruhi oleh
dukungan sarana dan prasarana dalam mengoperasikan VIS, diantaranya koneksi yang
stabil dan pedoman kerja (Working Instruction) yang jelas dalam pengoperasian SIA
dalam pekerjaan sehari-hari.
H3 : berdasarkan pengujian nilai koefisien regresi sebesar 0,399 atau p = 0,001,
sehingga H3 diterima. Artinya bahwa faktor kebermanfaatan penggunaan SIA bagi
karyawan berpengaruh positif signifikan terhadap kinerja, hasil pada penelitian
memperlihatkan bahwa karyawan berpendapat manfaat dari penggunaan SIA adalah
meningkatkan kinerjanya.
H4 : berdasarkan pengujian nilai koefisien regresi sebesar 0,096 atau p =
0,290,sehingga H4 ditolak. Dimana variable kemudahan penggunaan SIA bagi karyawan
tidak berpengaruh signifikan terhadap kinerja, hal ini diartikan karyawan merasa
kemudahan penggunaan SIA tidak berpengaruh terhadap kinerja
H5 : berdasarkan pengujian nilai koefisien regresi sebesar 0,308 atau p = 0,001,
sehingga H5 diterima. Artinya semakin tinggi minat karyawan dalam menggunakan SIA
maka akan semakin meningkat kinerja karyawan tersebut
Minat karyawan yang sangat besar dalam menggunakan Varia Usaha Beton
Information System (VIS) terlihat dari banyaknya responden yang menyatakan
ketertarikannya dalam mengikuti perkembangan menu/fasilitas yang selalu
dikembangkan oleh bagian Teknologi Informasi & Komunikasi, dan hal tersebut
dilakukan oleh karyawan selaku pengguna SIA untuk membantu mereka dalam
menyelesaikan pekerjaannya, hal ini berarti bahwa semakin tinggi minat karyawan dalam
menggunakan SIA maka akan semakin meningkat kinerja karyawan tersebut.
H6 : hasil pengujian variabel Minat sebagai variabel intevening yang memediasi
variabel Kebermanfaatan dan Kemudahan Penggunaan SIA terhadap peningkatan Kinerja
Karyawan dapat dijelaskan bahwa berdasarkan gambar struktur lengkap dan hasil
pengujian yang telah dilakukan terhadap variabel kebermanfaatan SIA berbasis TI
melalui minat menggunakan SIA terhadap peningkatan kinerja karyawan adalah sebesar
50,2 %, sedangkan pengaruh langsungnya adalah sebesar 39,9% . Hal ini menunjukkan
bahwa variabel minat terbukti menjadi variabel intervening sehingga memperkecil
pengaruh variabel lainnya yang semula adalah 61,1% menjadi 49,8%. Hal ini
menunjukkan bahwa menurut karyawan faktor kebermanfaatan SIA berbasis teknologi
informasi yang diimplementasikan di PT. Varia Usaha Beton mampu meningkatkan
kinerja melalui minat mereka dalam menggunakan SIA.
Dari hasil penelitian yang telah dilakukan dapat direkomendasikan kepada
Perusahaan agar dalam memilih/meng-upgrade sistem harus diyakinkan bahwa sistem
tersebut bermanfaat bagi karyawan sehingga akan meningkatkan minat mereka dalam
menggunakan sistem yang akhirnya kinerja karyawan dapat semakin meningkat.
H7: adapun pengujian yang telah dilakukan terhadap faktor kemudahan
penggunaan SIA berbasis TI terhadap kinerja karyawan melalui minat menggunakan SIA
adalah sebesar 19,8 % sedangkan pengaruh langsungnya adalah sebesar 9,6%. Hal ini
menunjukkan bahwa variabel minat terbukti menjadi variabel intervening sehingga
memperkecil pengaruh variabel lainnya yang semula adalah 90,4% menjadi 80,2%, Hal
ini memberikan gambaran kepada Perusahaan bahwa menurut karyawan faktor
kemudahan penggunaan SIA berbasis TI melalui minat mereka dalam menggunakan
sistem tersebut memberikan pengaruh sebesar 19,8% terhadap peningkatan kinerja
mereka. Meskipun pengaruh kemudahan penggunaan SIA hanya sebesar 19,8% tetapai
Perusahaan harus tetap mempertimbangkan faktor tersebut pada saat melakukan
penyesuaian fitur maupun pengoperasian terhadap sistem informasi yang ada, agar tujuan
dari implementasi SIA berbasis TI untuk meningkatkan kinerja karyawan dapat tercapai.
11. CONCLUSIONS
Pada penelitian ini memiliki kesimpulan
a. Terdapat pengaruh positif antara variabel Kebermanfaatan SIA Berbasis TI
terhadap variabel Minat Penggunaan SIA Berbasis TI, yang berarti bahwa
semakin tinggi manfaat SIA, maka akan semakin tinggi minat karyawan dalam
menggunakan sistem tersebut.
b. Terdapat pengaruh positif antara variabel Kemudahan Penggunaan SIA Berbasis
TI terhadap variabel Minat Penggunaan SIA Berbasis TI, yang berarti bahwa
semakin tinggi kemudahan SIA, maka akan semakin tinggi minat karyawan dalam
menggunakan sistem tersebut.
c. Terdapat pengaruh positif antara variabel Kebermanfaatan SIA Berbasis TI
terhadap variabel Kinerja Karyawan, yang berarti bahwa semakin tinggi manfaat
SIA maka akan semakin tinggi kinerja karyawan.
d. Tidak terdapat pengaruh positif antara variabel Kemudahan Penggunaan SIA
Berbasis TI terhadap variabel Kinerja Karyawan, yang berarti bahwa kemudahan
SIA tidak berpengaruh signifikan terhadap kinerja karyawan.
e. Terdapat pengaruh positif antara variabel Minat Menggunakan SIA Berbasis TI
terhadap variabel Kinerja Karyawan, yang berarti bahwa semakin tinggi minat
menggunakan SIA berbasis teknologi infrmasi, maka akan semakin tinggi kinerja
karyawan.
12. IMPROVEMENT/EXTENSIONS
Pada penelitian ini peneliti hanya mengangkat pengaruh variabel Kebermanfaatan
SIA, Kemudahan Penggunaan SIA dan Minat menggunakan SIA terhadap Kinerja
Karyawan. Peneliti selanjutnya dapat meneliti variabel lain di luar variabel yang telah
diangkat pada penelitian ini, sehingga perusahaan mendapatkan informasi yang lebih
lengkap mengenai variabel yang perlu dipertimbangkan dalam pemilihan SIA agar
mampu meningkatkan kinerja karyawan, misalnya computer self efficacy. Computer self
efficacy merupakan penilaian individu mengenai kemampuannya dalam menggunakan
komputer.

Penelitian yang dilakukan saudara Acklesh Prasad dan Peter Green menggunakan teori
berbasis sumber daya (resource-based theories)untuk menyarankan bahwa pengawasan
dewan kolaboratif CCS, kompetensi yang berkaitan dengan informasi CCS dan manajemen
keuangan, dan program audit berkelanjutan terkait CCS dapat berkontribusi pada
peningkatan kinerja proses bisnis dan kinerja perusahaan secara keseluruhan.
Teori-teori yang berkaitan dengan hipotesis yang digunakan yaitu:
1) A resource-based approach to reconsider the IT governance structures to manage CCS
2) Collaborative oversight of CCS from the board of directors
3) CCS-related information capacity of the chief information officer
4) Proactive financial management of CCS
5) A continuous CCS audit program
6) CCS, business process performance and overall firm performance
F. HYPOTHESES
Adapun hipotesis dalam penelitian ini sebagai berikut:
H1 : Pengawasan kolaboratif CCS dari dewan direksi organisasi akan secara positif terkait
dengan kinerja proses bisnis mereka.
H2 : Kapasitas informasi CCS terkait dari chief information officer akan secara positif
terkait dengan kinerja proses bisnis.
H3 : Manajemen keuangan CCS yang proaktif akan dikaitkan secara positif dengan kinerja
proses bisnis.
H4 : Program audit CCS berkelanjutan akan secara positif terkait dengan kinerja proses
bisnis.
H5 : Kinerja proses bisnis yang dicapai dari leverage CCS akan secara positif terkait
dengan kinerja perusahaan secara keseluruhan.
H. SAMPLE
Penelitian yang dilakukan saudara Acklesh Prasad dan Peter Green menggunakan dataset
dari 2493 organisasi dan pada akhir proses administrasi instrumen, peneliti menerima 228
tanggapan yang valid.
I. STATISTICAL TESTS
Penelitian menggunakan software Smart PLS dengan teknik SEM yang berbasis komponen.
J. RESULTS
Hasil penelitian Acklesh Prasad dan Peter Green menunjukkan bahwa keempat
pertimbangan tata kelola TI menjelaskan varians 51,5% persen dalam kinerja proses bisnis.
Manajemen keuangan yang proaktif memiliki hubungan yang paling kuat dengan kinerja
proses bisnis (koefisien jalur 0,457, nilai-t 9,258). Secara keseluruhan, data mendukung
hipotesis 1-4 yang memperkirakan hubungan positif antara pertimbangan tata kelola TI dan
kinerja proses bisnis. Kinerja proses bisnis juga secara positif terkait dengan kinerja
perusahaan secara keseluruhan, dan menjelaskan perbedaan 64,8% dalam kinerja perusahaan
secara keseluruhan. Dengan demikian, data mendukung hipotesis 5.
Variabel kontrol ukuran perusahaan tidak memiliki hubungan yang signifikan secara
statistik dengan kinerja proses bisnis atau kinerja perusahaan secara keseluruhan. Penjelasan
yang mungkin untuk pengamatan ini adalah bahwa atribut ukuran perusahaan (kapasitas,
fleksibilitas) yang dapat mempengaruhi tata kelola sudah ditangkap dalam langkah-langkah
pertimbangan tata kelola TI.
Peneliti menganggap perbankan dan keuangan, pendidikan, perawatan kesehatan,
perhotelan, media, layanan profesional, telekomunikasi, dan ritel sebagai industri yang
intensif TI. Kami membagi dataset secara merata dari grup yang lain. Tes ANOVA
menunjukkan beberapa perbedaan dalam tanggapan (nilai-t dari 0,53 ke 1,77). Kami
mengamati perbedaan serupa dalam analisis model jalur dengan dua kelompok data. Namun,
perbedaan ini tidak signifikan secara statistik. Kami mengevaluasi dampak dari tipe
responden terhadap respons terhadap pertanyaan survei. Kami mengelompokkan Analis
Bisnis, manajer TI, Direktur MIS, dan CIO sebagai 'responden teknis' dan yang lainnya
sebagai responden 'bisnis'. Uji ANOVA (p <0,05) menunjukkan bahwa tanggapan kelompok
tidak berbeda secara signifikan (nilai-t dari 0,66 ke 1,59). Kami juga mengevaluasi model
struktural dengan kelompok data ini dan tidak mengamati perbedaan yang signifikan dalam

K. CONCLUSIONS
Kesimpulan dalam penelitian ini bahwa CCS adalah peluang yang menarik bagi organisasi
untuk mempertimbangkan kembali bagaimana mereka memperoleh dan memanfaatkan
sumber daya TI mereka. Namun, terbukti bahwa memperoleh bentuk sumber daya baru akan
mengubah profil risiko organisasi. Sehubungan dengan sumber daya TI, organisasi
mengembangkan struktur tata kelola TI yang sesuai untuk memahami dan mengelola risiko
untuk mencapai keselarasan bisnis-TI. Organisasi melihat peluang untuk inovasi,
pertumbuhan, dan keberlanjutan dengan potensi yang memungkinkan dari CCS dinamis.
Namun, organisasi perlu mengembangkan kompetensi yang sesuai untuk merealisasikan
manfaat ini. Karena CCS adalah bentuk lain dari sumber daya TI dalam portofolio TI
organisasi, kami telah menyarankan pertimbangan struktur tata kelola TI organisasi untuk
mengelola portofolio TI baru mereka. Pertimbangan ini akan memastikan bahwa organisasi
proaktif dalam upaya mereka untuk mengadopsi CCS, dan memiliki pemahaman yang baik
tentang lingkungan CCS mereka bahwa mereka adalah bagian. Hasil ini akan berarti bahwa
mereka dapat mengelola dan menyesuaikan selera risiko mereka, memastikan keselarasan
bisnis-TI, dan mencapai nilai bisnis dari CCS.
L. IMPROVEMENT/EXTENSIONS
Penelitian selanjutnya dapat mengembangkan set data spesifik untuk pengguna CCS
aktual untuk memperkuat desain jenis studi ini. Selain itu, ada kemungkinan bahwa
perusahaan yang menyelesaikan survei memiliki kualitas yang sama, (misalnya, mereka
lebih baik menjalankan perusahaan dan mencari keuntungan penggerak pertama dengan
pindah ke cloud). Ini akan berdampak pada hubungan antara struktur tata kelola TI dan nilai
bisnis.

Abstrak
Tujuan penelitian ini adalah untuk menguji pengaruh kebermanfaatan dan kemudahan
penggunaan Sistem Informasi Akuntansi (SIA) terhadap kinerja karyawan dengan minat
sebagai variabel intervening. Obyek penelitian ini adalah PT. Varia Usaha Beton di
Sidoarjo, Jawa Timur.
Penelitian ini merupakan penelitian empiris yang mengolah data primer berdasarkan
kuisenair yang dikirimkan kepada sampel melalui webmail internal. Pemilihan sampel
menggunakan teknik purposive sampling. Data diperoleh dari karyawan yang telah bekerja
minimal 6 (bulan) dan karyawan tersebut berinteraksi dengan SIA dalam pekerjaannya
sehari-hari. Data diolah dengan menggunakan SPSS 19.0 dan menggunakan analisis jalur
(path analisys).
Hasil penelitian menunjukkan bahwa ; (1) Kebermanfaatan SIA berpengaruh signifikan
terhadap minat menggunakan SIA, (2) Kemudahan penggunaan SIA berpengaruh signifikan
terhadap minat menggunakan SIA, (3) Kebermanfaatan SIA berpengaruh signifikan terhadap
kinerja karyawan, (4) Kemudahan penggunaan SIA tidak berpengaruh signifikan terhadap
kinerja, dan (5) Minat menggunakan SIA berpengaruh signifikan terhadap kinerja.

1. Pendahuluan
Peranan teknologi informasi (TI) untuk menjalankan sistem informasi akuntansi (SIA)
mampu meningkatkan fungsi SIA tidak hanya terbatas sebagai media dalam penyusunan dan analisa
laporan keuangan saja, tetapi sudah menjadi bagian yang terintegrasi dengan seluruh aktivitas bisnis
organisasi. Menurut Wreden (1997) dalam Maria (2008) penggunaan teknologi dalam perusahaan
akan mendukung kegiatan perusahaan yaitu: (1) meningkatkan produktivitas, (2) mengurangi biaya

perhatian khusus dalam konteks penerapan TI, karena perilaku pengguna dan personal diperlukan
dalam pengembangan sistem, dan hal ini berkaitan dengan pemahaman dan cara pandang pengguna
sistem tersebut. Dengan demikian dapat disimpulkan bahwa persepsi para personil (orang-orang) yang
terlibat dalam implementasi sistem akan berpengaruh pada keberhasilan implementasi suatu sistem.
Tujuan utama Technology Acceptance Model (TAM) adalah memberikan penjelasan tentang
penerimaan penerapan teknologi informasi secara umum dan memberikan penjelasan tentang perilaku
atau sikap pengguna dalam suatu populasi (Davis et al., 1989). Beberapa penelitian Davis et al.
(1989) mengembangkan TAM untuk meneliti faktor-faktor determinan dari penggunaan sistem
informasi oleh pengguna. Hasil penelitian ini menunjukkan penggunaan sistem informasi dipengaruhi
oleh minat (Intention) pemanfaatan sistem informasi, yang mana minat (Intention) tersebut
dipengaruhi oleh persepsi tentang kegunaan teknologi (perceived usefulness) dan persepsi tentang

minat pemanfaatan teknologi terhadap penggunaan teknologi informasi serta dihubungkan dengan

mempunyai pengaruh positif terhadap peningkatan kinerja. Hal lain yang berbeda dalam penelitian ini
adalah bahwa penelitian terdahulu dilakukan di lingkungan pendidikan, sedangkan dalam penelitian

Model penerimaan teknologi (Technology Accaptance Model atau TAM) merupakan suatu
model penerimaan sistem teknologi informasi yang akan digunakan oleh pemakai sistem. Technology
Accaptance Model (TAM) dikembangkan oleh Davis et al. (1989) yang diadopsi dari Theory of
Reasoned Actoin (TRA), yaitu teori tindakan yang beralasan yang dikembangkan oleh Ajzen (2005)
Model Theory of Reasoned dapat diterapkan karena keputusan yang dilakukan oleh individu untuk
menerima suatu teknologi sitem informasi merupakan tindakan sadar yang dapat dijelaskan dan
TAM menambahkan dua konstruk utama ke dalam model Theory of Reasoned . Dua konstruk
utama ini adalah persepsi tentang kegunaan teknologi (perceived usefulness) dan persepsi tentang
kemudahan penggunaan teknologi (perceived ease of use). Menurut Jogiyanto (2007) Technology
ditentukan oleh dua konstruk tersebut. Hubungan antara penggunaan sistem dan tujuan perilaku yang
digambarkan dalam Technology Accaptance Model menunjukkan secara tidak langsung bentuk-
bentuk tujuan individu untuk melakukan tindakan yang positif. Hubungan antara persepsi kegunaan
dan tujuan perilaku didasarkan pada ide bahwa dalam penyusunan suatu organisasi, orang-orang
membentuk tujuan-tujuan terhadap perilaku yang diyakininya akan dapat meningkatkan kinerjanya.
Perceived Usefulness (PU) didefinisikan sebagai sejauh mana seseorang percaya bahwa
menggunakan suatu teknologi akan meningkatkan kinerja pekerjaanya. Dari definisinya, diketahui
Perceived Usefulness (PU) merupakan suatu kepercayaan tentang proses pengambilan keputusan.
Dengan demikian jika seseorang merasa percaya bahwa sistem informasi berguna maka dia akan
menggunakannya. Sebaliknya jika seseorang merasa percaya bahwa sistem informasi kurang berguna
maka dia tidak akan menggunakannya (Jogiyanto, 2007). Konsep ini menggambarkan manfaat sistem
bagi pemakainya yang berkaitan dengan produktivitas, kinerja tugas, efektivitas, pentingnya suatu

manfaat tersebut berdasarkan frekuensi penggunaan dan keragaman aplikasi yang dijalankan., dan
individu akan menggunakan teknologi informasi jika mengetahui manfaat positif atas penggunaannya.
Perceived Ease of Use (PEOU) didefinisikan sebagai sejauh mana seseorang percaya bahwa
menggunakan suatu teknologi akan bebas dari usaha. Dari definisinya, diketahui bahwa PEOU ini
juga merupakan suatu kepercayaan tentang proses pengambilan keputusan. Jika seseorang merasa
percaya bahwa sistem informasi mudah digunakan maka dia akan menggunakanya. Sebaliknya jika
seseorang merasa percaya bahwa sistem informasi tidak mudah digunakan maka dia tidak akan
menggunakanya (Jogiyanto, 2007). Konsep ini mencakup kejelasan tujuan penggunaan sistem
informasi dan kemudahaan penggunaan sistem untuk tujuan sesuai dengan keinginan pemakai (Davis
1989).
Persepsi kemudahan penggunaan akan mengurangi usaha (baik waktu dan tenaga) seseorang
bahwa orang yang menggunakan sistem yang baru bekerja lebih mudah dibandingkan dengan orang
yang bekerja dengan sistem lama. Pengguna mempercayai bahwa teknologi informasi yang lebih
fleksibel, mudah dipahami dan mudah pengoperasiannya (compartible) merupakan persyaratan yang
harus dipenuhi oleh sebuah sistem agar mudah digunakan. Indikator persepsi kemudahan penggunaan
teknologi informasi menurut Davis (1989) adalah : a) Sistem sangat mudah dipelajari, b) Sistem dapat
mengerjakan dengan mudah apa yang diinginkan oleh pengguna, c) Keterampilan pengguna
bertambah dengan menggunakan sistem tersebut, dan d) Sistem sangat mudah dioperasikan

atau minat seseorang (intention), dimana keinginan tersebut dipengaruhi oleh faktor-faktor sosial,
perasaan (affect), dan konsekuensi-konsekuensi yang dirasakan. Davis et al. (1989) mengemukakan
bahwa adanya manfaat yang dirasakan oleh pemakai Teknologi Informasi akan meningkatkan minat

peralatan, tenaga pelaksana dan laporan yang terkoordinasikan secara erat yang dirancang untuk

komponen SIA, yaitu : (1) Pengguna (user), (2) Prosedur, (3) Data , (4) Software (program), dan (5)
Infrastruktur.
Menurut Sardiman (2006) minat seseorang terhadap suatu objek akan muncul apabila objek
tersebut sesuai sasaran dan berkaitan dengan keinginan dan kebutuhannya, dan menurut Djali (2008)
minat pada dasarnya merupakan penerimaan akan sesuatu hubungan antara diri sendiri dengan sesuatu
di luar diri. Minat bisa diartikan sebagai rasa senang atau tidak senang dalam menghadapi suatu objek
(Surya, 2007), sehingga minat sangat berpengaruh bagi pencapaian prestasi seseorang, karena orang
yang tidak berminat terhadap suatu objek (pekerjaan, jabatan atau karir) tidak akan dapat
menyelesaikan objek tersebut dengan baik. Menurut Slameto (2010) minat merupakan rasa lebih suka
dan rasa keterikatan pada suatu hal atau aktivitas, tanpa ada yang menyuruh. Minat adalah
penerimaan akan suatu hubungan antara diri sendiri dengan sesuatu di luar diri. Semakin kuat atau
dekat hubungan tersebut, semakin besar minat. Ekspresi dari minat dapat diwujudkan melalui suatu
pernyataan yang menunjukkan bahwa seseorang lebih menyukai suatu hal dari pada hal lainnya, dapat
pula dimanifestasiakan melalui partisipasi dalam satu aktivitas. seseorang yang memiliki minat
terhadap suatu objek cenderung untuk memberikan perhatian yang lebih besar terhadapnya
dibandingkan objek yang lainnya, sedangkan menurut Sardiman (2014) minat seseorang terhadap
suatu objek akan timbul apabila objek tersebut sesuai sasaran dan berkaitan dengan keinginan dan
kebutuhannya
Dari beberapa pendapat para ahli di atas dapat disimpulkan bahwa minat adalah
kecenderungan seseorang yang diwujudkan dengan rasa senang atau ketertarikan pada objek tertentu
disertai dengan adanya pemusatan perhatian terhadap objek tersebut dan keinginan untuk terlibat
secara langsung didalamnya. Adapun faktor yang dapat menunbuhkan minat seseorang dapat berasal
dari intern (perhatian, tertarik, dan aktivitas) dan dari ekstern (keluarga, sekolah, dan lingkungan)
Menurut Gibson et al. (1997) secara teoritis terdapat tiga kelompok variabel yang
mempengaruhi perilaku kerja dan kinerja, yaitu: variabel individu, variabel organisasi dan variabel
psikologis. Ketiga kelompok variabel tersebut mempengaruhi kelompok kerja yang pada akhirnya
mempengaruhi kinerja individu. Perilaku yang berhubungan dengan kinerja adalah yang berkaitan
dengan tugas-tugas pekerjaan yang harus diselesaikan untuk mencapai sasaran suatu jabatan atau
gambaran mengenai tingkat pencapaian suatu pelaksanaan suatu program kegiatan atau kebijakan
dalam mewujudkan sasaran, tujuan, visi dan misi organisasi yang dituangkan melalui
perencanaansuatu strategi organisasi. Menurut Mangkunegara (2005) kinerja merupakan hasil kerja
secara kualitas dan kuantitas yang dapat dicapai oleh seorang pegawai dalam melaksanakan tugas

dapat berbentuk output kuantitatif maupun kualitatif, kreatifitas, fleksibilitas, dapat diandalkan, atau
hal-hal lain yang diinginkan oleh organisasi. Kinerja juga dapat merupakan tindakan atau pelaksanaan
tugas yang telah diselesaikan oleh seseorang dalam kurun waktu tertentu dan dapat diukur.
Igbaria et al. (1997) menggunakan tiga buah konstruk untuk memeriksa pengaruhnya
terhadap pilihan individu dalam menggunakan komputer. Ketiga faktor ini adalah persepsi tentang
kegunaan teknologi (perceived usefulness), persepsi tentang kesenangan (perceived enjoyment), dan
faktor organisasi (internal dan eksternal organisasi). Dua indikator digunakan untuk memproksi
penggunaan komputer mikro, yaitu penggunaan harian komputer mikro laporan - sendiri (self-
reported daily use of micro-computers) dan frekuensi komputer mikro laporan-sendiri (self-reported
frequency use of micro-computers). Hasil penelitian ini menunjukkan bahwa ketiga konstruk ini
signifikan mempengaruhi penggunaan komputer mikro. Venkatesh et al. (2003) menyatakan bahwa
terdapat hubungan langsung dan signifikan antara minat pemanfaatan teknologi terhadap penggunaan

mempengaruhi minat berperilaku para mahasiswa dan mahasiswi dalam menggunakan internet, hal ini
disampaikan dalam penelitian yang dilakukan di universitas Atma Jaya Yogyakarta. Hasil ini
semakin memperkuat teori yang menyatakan bahwa manfaat (perceived usefulness) dapat
bahwa seseorang akan menggunakan suatu teknologi jika diyakini teknologi tersebut memberi
manfaat atau hasil yang positif bagi para penggunanya. Akan tetapi dalam penelitian tersebut gagal
membuktikan pengaruh kemudahan (perceived ease of use) terhadap minat berperilaku para
menunjukkan bahwa variabel ekspektasi kinerja mempunyai pengaruh positif signifikan terhadap

sistem informasi baru dan teknologi sistem informasi baru terhadap peningkatan kinerja individu

bersifat memudahkan, banyak keuntungan dan manfaatnya maka sangat menunjang tugas-tugas

terendah 1 yang berarti sangat tidak setuju dan skore tertinggi 4 yang berarti sangat setuju.
Data hasil penelitian akan dianalisis melalui alat uji statistik dengan menggunakan software
SPSS 19.0 dengan pengujian statistik Deskriptif, uji Non Response Bias, uji kualitas data yang
meliputi uji Validitas dan uji Reliabilitas. Adapun pengujian asumsi klasik yang dilakukan meliputi

a. Jika nilai probabilitas (nilai Sig) > 0,05 maka Ho diterima dan Ha ditolak, artinya tidak signifikan.
b. Jika nilai probabilitas (nilai Sig) < 0,05 maka Ho ditolak dan Ha diterima, artinya signifikan

Dari 102 paket kuisenair yang dikirimkan, terdaapat 100 kuisenair yang diisi dan
dikembalikan oleh responden, tetapi dari kuisenair tersebut terdapat 3 kuisenair yang pengisiannya
kurang lengkap, sehingga terdapat 97 kuisenair yang dapat dipergunakan untuk proses pengolahan
dan analisa.

Pengujian Non Response Bias tidak dilakukan karena response rate diatas 50%.

Dari hasil uji validitas dengan metode Corrected Item-Total Correlation ditemukan bahwa

Dari pengujian yang dilakukan diperoleh besarnya Adjusted R2 pada variabel dependen minat
penggunaan SIA adalah 0.287, hal ini berarti bahwa 28,7% variasi minat penggunaan SIA dapat
dijelaskan dari dua variabel independen yaitu variabel kebermanfaatan SIA dan kemudahan
penggunaan SIA. Adapun besarnya Adjusted R2 pada variabel dependen kinerja adalah 0.411 yang
berarti bahwa 41,1% variasi kinerja karyawan dapat dijelaskan dari tiga variabel independen yaitu
variabel kebermanfaatan SIA, kemudahan penggunaan SIA, dan minat menggunakan SIA, sedangkan
sisanya untuk minat menggunakan SIA sebesar 72,3% dan kinerja sebesar 58,9% dijelaskan oleh
variabel lain.

1. Introduction
The concept of information technology (IT) governance (ITG) relates to the configuration of organizational resources to ensure
effective management of IT (IT Governance Institute, 2007). These organizational resources relate to the Board, Executive Management
and IT management who control the formulation and implementation of IT strategy to ensure the fusion of business and IT (Van
Grembergen et al., 2004). Effective management of IT focuses on strategic alignment, risk and resource management, value delivery
and performance management (Wilkin and Chenhall, 2010). These focus areas have received significant attention in the Accounting
Information Systems (AIS) research. Furthermore, a significant effort relates to the development of relevant ITG frameworks and
standards like COBIT (Haes et al., 2013), Val IT (Information Technology Governance Institute, 2006), Risk IT (Risk IT, 2009), ITIL,
Prince2, PMBOK (Skogmar, 2015), ISO/IEC 38500:2008, ISO 27001:2005, ISO 31000 (ISO, 2015), AS8015:2005 (Wilkin and Chenhall,
2010). These frameworks and standards guide the use of IT in establishing the control environment to manage organizational risks,
and improve the reporting on the use of organizational resources.
A key understanding from these frameworks and standards is that the IT intensive organizational environment is dynamic and
requires continuous understanding on ways to manage risks and the control environment. The dynamic element stems from
organizations ability to adopt and use IT in various ways. Thus, AIS research has embraced these frameworks and standards to
further our understanding managing the changing IT intensive organizational environment. For example, there is significant

focus on enterprise risk management (ERM) (see, for example, Arnold et al., 2011; Arnold et al., 2014; Lee and Green, 2015),
effective use of enterprise systems (see, for example, Bradford et al., 2014; Katzy et al., 2013; Ruivo et al., 2014; Singh et al.,
2014), and organizational responsibilities for IT governance (see, for example, Trites, 2004; Turel and Bart, 2014).
Outsourcing of IT support functions and IT intensive organizational processes was the first step to sourcing external assistance
on the use of IT (Loh and Venkatraman, 1992). There has been significant discussion on the merits and implications of outsourcing
(see, for example, Bardhan et al., 2006; Cullinan and Zheng, 2015; Herz et al., 2013; Premuroso et al., 2012; Whinston et al.,
2008). In the context of AIS outsourcing, Cullinan and Zheng (2015) share that mutual funds consider various risk and management
factors when deciding to outsource their AIS functions. A recent extension of this externalization of IT in terms of the way organizations
adopt and use IT relates to adopting the cloud computing services (CCS). CCS is an information technology service model where
computing services are delivered on-demand to customers over a network in a self-service fashion, independent of device and location
(Marston et al., 2011). Cloud computing evolved through the recent advancements in hardware, virtualization technology, distributed
computing, and service delivery over the Internet (Oliveira et al., 2014). These advancements have allowed for the ubiquitous
availability and accessibility of computing resources via Internet technologies. This development has provided organizations with
better computing capacity at much lower costs. With the anticipated operational efficiencies and monetary benefits, organizations
are rapidly reconsidering their overall IT strategy to include CCS.
Recent predictions (see for example, Gartner, 2012; Gartner, 2014; Manyika et al., 2014) suggest that CCS will be a multi-billion
dollar industry in the coming years. There is an upward trend in the adoption of CCS. For example, a 2011 survey by KPMG (KPMG,
2011) revealed that 81% of businesses are either planning their initial forays, are in the early stage of implementation, or have full
implementations of CCS. The benefits of CCS relate to cost savings, speed of deployment, scalability and better alignment of technology,
decreased effort in managing technology, and environmental benefits (Baliga et al., 2011; Corelynx Inc., 2013; Marston et al., 2011).
An important concern is that the adoption of CCS will change the risk profile of organizations (COSO, 2012), meaning organizations
will be exposed to new types of risks when adopting CCS. COSO (2012) notes the emergence of a disruptive force, lack of transparency,
reliability, vendor lock-in, security, compliance issues, and the risk of data leakage as risks associated with CCS. Importantly, adoption of
CCS will bring changes in the operating environment of the business. Thus, organizations would require reconsideration of their risk
and resource management efforts, ways to leverage of new systems, and ensure appropriate value from the CCS. A critical reconsider-
ation relates to the configuration and capacity of resources to manage new forms of using IT. This configuration and capacity will enable
informed decisions to manage new risks and leverage CCS to ensure its alignment with organizations' strategic objectives. In the AIS
research context, Debreceny (2013) notes that changes in the technological environment present many challenges to ITG, with security
and cloud computing play increasingly important roles in the IT environment. He further suggests that while these technological
changes do not necessarily give rise to new forms of ITG, rather ITG and research, thereon, must respond to these changes in the
environment. Haes et al. (2013) also share the view through COBIT 5 that the changing IT landscape requires reconsideration of ITG.
A review of the extant literature suggest there has been ample practical and conceptual deliberations on the potential size of
the cloud computing business, and the perceived benefits of CCS (see for example, Armbrust et al., 2010; Brumec and Vrček, 2013;
Gartner, 2014; IDC Group, 2011; Marston et al., 2011; Speed, 2011; Sultan, 2013). Research has also identified specific qualities
that need to be present in governance structures to manage CCS (see for example, Prasad et al., 2013). Examples of these qualities
include, expertise in CCS, cloud computing service management and facilitation committees, and cloud relationship centers
(Prasad et al., 2014). Organizations are likely to include these and other considerations into their existing IT governance structures
to manage CCS, because it would be costly and unreasonable to establish IT governance structures just for CCS (Debreceny, 2013).
Essentially, organizations will reconsider aspects of their IT governance structures to govern their portfolio of IT resources that
now include CCS. Our evaluation of the extant research suggests that the concept of reconsideration of IT governance structures
to manage CCS (the net new IT governance structures) has not received much attention. Thus, we address the following research
question: What reconsiderations are required to organizations' IT governance structures to manage CCS?
We concur with the view of Van Grembergen and De Haes (2009) that effective IT governance contributes to IT-business
alignment, which then contributes to firm performance. Thus, we used the resource-based view of the firm (Barney, 1991;
Mata et al., 1995) to suggest that reconsideration of the IT governance structures entails updating existing competencies to
adopt and manage CCS. Competencies are knowhow that provide competitive advantage to organizations. In relation to CCS,
updating competencies relate to the ability to make decisions that results in better use of CCS compared to other organizations,
thus a better IT-business alignment. As with other IT, organizations desire to adopt CCS would be a strategic necessity (Powell
and Dent-Micallef, 1997). Thus, organizations in different industry sectors will adopt similar type of CCS, meaning CCS will
become a generic IT. In this situation, the competitive value from CCS would be contingent upon the unique IT-business alignment
in relation to CCS. Organizational competencies, embedded in IT governance structures, would assist organizations in achieving
the IT-business alignment in relation to CCS. In our earlier work (Prasad et al., 2014), we suggested that new competencies in
the form of cloud expertise, management of cloud services and associated arrangements and cloud relationship management.
Consistent with the thoughts that organizations will not develop new governance structures to manage CCS, we suggest that
these competencies could be absorbed into current governance structures. The result will be reconsidered governance structures
in the form collaborative oversight of CCS by the Board of directors (relationship management), better CCS-related information
capacity by the chief information officer (CIO) (cloud expertise), proactive financial management of CCS (cloud management),
and a continuous CCS-based audit program (cloud service facilitation and cloud management) as key governance reconsiderations
to manage CCS. We suggest that these considerations would help organizations manage CCS-related risks through a better
IT-business alignment, evidenced through better business process performance, and contribution to the overall firm performance.
This is conceptualized in Fig. 1.

We conducted a field survey and collected 228 responses from the Australian companies to validate our proposed research
model. Using Smart PLS, a component-based SEM technique, we analyzed this data, which showed that collaborative oversight
of CCS by the Board of directors, better CCS-related information capacity by the chief information officer (CIO), proactive financial
management of CCS, and a continuous CCS-based audit program contribute to business process performance, and business process
performance relate to the overall firm performance. These outcomes imply the need for organizations to reconsider their IT
governance structures while adopting the CCS to manage the CCS-related risks, and help them to achieve business value from
CCS. The rest of the paper progresses as follows. In Section 2, we discuss the study's theoretical framework and hypotheses
development. In Section 3, we discuss the research design of the study. We present the results in Section 4. Sections 5–7 discuss
the research contributions to theory and practice, states the limitations of the research, and concludes the research.
We propose the research model presented as Fig. 2 below.1 We discuss this model in the following sections.
There is ample evidence in AIS research suggesting that governance of IT requires continuous consideration. For example, the COBIT
framework has gone through significant enhancements (from COBIT to COBIT 5) in the last 15 years (Haes et al., 2013). Much of the
enhancements recognize the changing nature of the use of IT, and the need for organizations to develop competencies to ensure effective
leverage of different forms of IT. For example, Wilkin and Chenhall (2010) note that broader organizational structures, business processes
and technology, and resource capabilities influence new ways of governing IT. Furthermore, COBIT 5 calls for IT to be governed and
managed in a holistic manner for the whole enterprise, taking in full end-to-end business and IT functional areas of responsibility,
considering the IT-related interest of internal and external stakeholders (Haes et al., 2013). This situation is especially pertinent for the
CCS that has significant interaction between internal (the business) and external (the CCS providers and the intermediaries)
stakeholders. Thus, the utility nature of adoption of CCS compels organizations to reconsider their resources and the resultant ITG
structures that would best govern the CCS.
We use resource centric theories to suggest reconsideration of IT governance structures to manage CCS. The central argument
of these theories is that organizations have a portfolio of resources (Barney, 1991), which contain common and organization-
specific resources. The complementarities between the common and specific resources are the source of competitive advantage
for an organization (Mata et al., 1995; Wade and Hulland, 2004). With the case of CCS, organizations decision to adopt CCS is
a strategic necessity (Powell and Dent-Micallef, 1997). The promises of lower cost and operational efficiencies make CCS
attractive, and consistent with industry predictions (see for example, Gartner, 2014), its adoption would become common across
organizations. With an even spread of its benefit across organizations, CCS will become a homogenous organizational resource,
and per se will not be a source of competitive advantage. As with other homogenous resources, organizations need to develop
complementary competencies to leverage these resources.
The IT governance structures embed the competencies that ensure that decisions of IT resources are aligned to the strategic
direction of the organization (IT Governance Institute, 2007; Weill and Ross, 2004). The decisions made within these structures
determine unique ways to leverage the IT resources. Adopting CCS means that organizations are acquiring new types of IT
resources, and they will need to use it in different and unique ways to leverage the promised value. Reconsideration of the IT
governance structures entails developing new competencies to manage CCS to ensure its alignment with organizations strategic
objectives. As COSO (2012) suggests, reconsidered governance structures would better manage the new risks associated with
adopting CCS for the organization, and continue to have reasonable assurance that it would achieve its strategic objectives.
The need to reconsider the governance structures when adopting CCS is also consistent with dynamic capabilities argument
(Teece, 2007; Teece et al., 1997). Adopting CCS will result in a change in the internal environment of the organization. Teece
(2007) suggests that organizations need to manage their competencies to leverage the new opportunities presented by the
changed environment. One of the ways to manage the competencies is to consider various internal factors and resources,

whose synergy could be a source of new understandings (reconsidered competencies) on leverage of organizational resources
(Teece, 2007).
The adoption of CCS means a continuing engagement with the service providers, the service intermediaries, and other stakeholders.
They will play a significant role in organizations' sustainable use of CCS (Marston et al., 2011; Plummer, 2012). Thus, a reconfiguration of
the governance structures should involve managing the relational component (Borgatti and Cross, 2003; Dyer and Singh, 1998) of
adopting CCS. As Dyer and Singh (1998) suggest, organizations would be able to obtain relational rent from such relationships. That is,
organizations would be able to leverage CCS better through the idiosyncratic contributions of the specific partners, which they would
not achieve alone. The value (rent) is attainable from the combinations of the competencies of the various stakeholders, eventually
shared by both the adopting organization and the external stakeholders. This notion is also consistent with the COBIT 5 principles that
call for ITG to consider the IT-related interest of internal and external stakeholders.
Informal social contracts would work better when involving external stakeholders in organization governance structures (Hill
et al., 2009). The relationships will be based on personal trust relationships, reputation, and goodwill (Dyer and Chu, 2003; Uzzi,
1997). Thus, governance of CCS would require managing relationships with the service providers and other associated
stakeholders. Managing an ideal mix of internal and external relationships is the key to effective governance of CCS. In the following
sections, we adopt the above theoretical underpinning discuss the relationships in the study's research model.
Board level governance of IT resources involves Boards' actions to ensure that the organization's IT sustains and extends the
organization's strategies and objectives (Haes et al., 2013; IT Governance Institute, 2007; Turel and Bart, 2014; Van Grembergen
et al., 2004; Weill and Ross, 2004). Within the resource centric lens (Barney, 1991), Board-level IT governance emulates an
organization competency that can add value to the organization. Turel and Bart (2014) suggest that broad-level IT governance
can facilitate strategic leadership, advise the executive management team, establish control mechanisms to protect the principals'
(stakeholders) interests from self-interest actions of the executive management team (agents), and enable access to external
resources.
An organization adopts CCS to become more efficient and innovative (Lin and Chen, 2012; Marston et al., 2011). Nolan and
McFarlane (2005) suggest that an organization's mode of IT use can influence how the Board would interact with the IT governance
practices. These modes include the extent to which IT is used for strategic-offensive purposes and the extent to which IT needs to be
fast and reliable. Nolan and McFarlan (2005) suggest that when these IT needs are high, a higher level of IT governance by the Board is
prescribed to the organization. The Board may also consider the particular situation of their organization, and use this information to
decide a particular level of contribution to their IT governance efforts (Weill and Olson, 1989). These arguments indicate that the
Board's IT governance intensity should increase when the organization plans to adopt CCS.
The resource-based and dynamic capabilities theories suggest that the Board's decision capabilities would be static in the absence
of a knowledge creating environment (Barney, 1991; Teece, 2007). CCS is a new form of IT, which will require a new set of
competencies for its effective governance. This situation means that the Board's awareness of the cloud computing trends and the
transformative capacity of CCS, per se, will not be adequate to ensure maximum leverage of CCS. The role of the external stakeholders
in facilitating the fit of CCS in organizations is noted in the extant literature (see, for example, IDC Group, 2011; Marston et al., 2011;
Plummer, 2012; Prasad et al., 2014).
While the governance efforts of CCS by the Board may be an ‘internal matter’, their interaction with the external resource persons
would mean that the Board is able to make decisions regarding CCS that extends the organization's strategies and objectives. The
external resource persons may be invited to contribute to Board level deliberations on the cloud resources. This interaction will in-
crease the Board's awareness of CCS. The CCS providers and the intermediaries would obtain a better understanding of organizations'

perceptions and expectations of CCS. Essentially, this form of relational governance would entail creation of the collaborative rent
(Dyer and Singh, 1998) that would benefit both the organization and the external stakeholders.
The collaborative nature of IT governance of CCS by the Board would mean that it has a better understanding of the strategic
offensive purpose (Nolan and McFarlan, 2005) of CCS. This understanding will help them in assisting management balance risks
with the benefits of CCS, and agree on an appropriate cloud-based risk appetite and control philosophy (COSO, 2012). These
initiatives by the Board will result in controlled and informed decisions on the adoption and use of CCS, resulting to better
management of the business processes with CCS. Thus,
H1. Collaborative oversight of CCS from organizations' Board of Directors will be positively associated with their business process
performance.
The chief information officer (CIO) plays a major role in an organization's use of IT (Banker et al., 2011; Rai et al., 2009). The
CIO is the major custodian of IT-related information in an organization, and plays a key role in the IT-business alignment at the
operational and strategic level (Preston and Karahanna, 2009). Ferguson et al. (2013) suggest that the position of the CIO in the
organizational hierarchy provides an indication of the power of the IT function within the organization. This situation indicates
that the effectiveness of the IT function in light of IT governance is based on the strategic influence of the CIO within the
organization. The level of this influence will be based upon the information capacity of the CIO. Thus, effective governance of
CCS will require reconsideration of the role and the information capacity of the CIO in an organization. This reconsideration
will ensure that a CIO is able to improve its competencies relating to directing the use of CCS in the organization.
A key consideration for a CIO relates to increasing organizational awareness about CCS. As an organization increases its
adoption of CCS, the CIO would need to take the role of a cloud subject matter expert (Block, 2012). Gartner (2012) suggests
that a local cloud expert is essential in cloud services brokerage and suggesting extras because most cloud service providers
will provide the basic. The CIO needs to have the capacity to understand and monitor the potential of CCS to support current
business strategies and new business opportunities. This capacity will help the CIO facilitate the integration of cloud solutions
into the organization and with the current IT infrastructure. As Speed (2011) suggests, organizations must maintain knowledge
of all critical information and processing assets held in the cloud environment, and maintaining sufficient skills (in-house or
with a vendor independent of the provider) to be able to repatriate and re-establish the systems and the services.
A way to increase CCS information capacity in an organization is to provide more resources to the CIO. This effort would entail
more personnel working with the CIO. Increased awareness of CCS environment2 will assist the CIO in cloud processes for
resource provisioning, user access management, and change management, enforce service level agreements, and monitor the
activities of service providers and intermediaries. CCS-related knowledge base of the CIO will influence an organization's effectiveness
in incorporating CCS into the business environment, and develop necessary competencies to obtain the necessary improvements in
the business processes. Thus,
H2. CCS-related information capacity of the chief information officer will be positively associated with business process
performance.
Financial management relates to the planning, directing, controlling of financial activities in an organization (Petty, 2012). Determin-
ing the business value of IT resources has received a lot of attention, and there is a better understanding now on what constitutes IT
business value and how IT could be managed (see, for example, Barua and Mukhopadhyay, 2000; Tallon, 2007; Tallon and Kraemer,
2007). However, there is a significant shift in the use of financial resources to acquire CCS. Essentially, this shift relates to a move away
from capital commitment, to the utility-based operational commitment to the IT. This change requires different considerations on the
assessment, disclosure, and control around the procurement of IT resources. Thus, financial management of the IT resources (CCS) will
require reconsideration and would be an important competency to govern CCS.
The regular operational-type commitment of financial resources to CCS means organizations will have more flexibility in managing
IT-related financial resources. In addition to the traditional business value assessment of the acquired IT, organizations also have the
opportunity to evaluate the feasibility of existing operational commitment to CCS vendors and intermediaries. Organizations will
need to provide new forms of disclosure on the usage of CCS. The evaluation of return on investment on IT resources will change in
relation to CCS. Organizations will be able to have a clearer link between financial commitment to CCS, the IT infrastructure, and the
operational earnings. The change in the IT procurement process will also require organizations to reconsider their IT procurement
policies and controls. Furthermore, as organizations increase their adoption of IT, their dependency on CCS provider and intermediaries
will increase. This situation will require organizations to monitor the financial health of these stakeholders.
Thus, the utility approach to adopting CCS will require new financial management competencies to monitor, evaluate, and report
on its use. These competencies will ensure that organizations have optimal understanding of the most effective ways to use CCS, and

that the process of procuring CCS is secure and sustainable. These outcomes will mean that organizations have a planned and
controlled introduction of CCS to the business processes, which will contribute to the efficiency and innovation of these business
processes. Thus,
H3. Proactive financial management of CCS will be positively associated with business process performance.
The concept of continuous auditing has been around for many years. Continuous auditing is a methodology that enables auditors
to provide written results on the subject matter using one or a series of reports issued simultaneously (ISACA Standards Board, 2002).
Continuous auditing is aimed at reducing the latency between the occurrence of the business transaction and the provision of
assurance on that transaction (Vasarhelyi et al., 2012). CCS environment, which includes the adopting organizations, vendors, and
intermediaries, is dynamic. Actions of employees, changes in the business environment, and changes in the external environment
can present significant immediate threats and opportunities in relation to the use of CCS. There is a need for a proactive and
continuous monitoring of the blended environment to leverage available opportunities and manage threats. This effort will require
reconsideration of the IT investment audit and monitoring processes with appropriate competencies.
Organizations share management of the control environment with CCS providers when using CCS (Block, 2012). As such they
share the risks of CCS providers and intermediaries as these risks are embedded in the cloud services (Block, 2012). Furthermore,
continuous engagement with CCS providers means that CCS risk transfer between organizations and service providers would also
be a continuous activity. In this environment, organizations need to develop competencies to perform continuous audits to
evaluate the design and effectiveness of the blended control environment in which controls and processes are shared with CCS
providers. Similarly, the development of the cloud service will be continuous, and organizations need to monitor updates
continually to ensure service enhancements are duly shared. Organizations will also need to review CCS provider filed reports
(for example, SOX reports) to verify the controls relied upon.
Continuous auditing of the business value of CCS is also important. Organizations have the opportunity to do frequent match the
financial commitment to CCS with the performance of their business processes. This exercise will provide continuous assurance that
planned IT business alignment is maintained. Management of business data is a major concern in the cloud environment (Marston
et al., 2011; Prasad et al., 2014). Continuous compliance audit of data that reside in external clouds will provide verification of compliance
with data classification policies.
Considerations and competencies to consider aspects of the cloud environment (agreement, risk, business value, data security)
on a continuous basis is an important governance exercise for an organization. This will ensure that the organization maintains
regular check on its risk appetite level, is proactive in the management of service delivery agreements, understands the business
value of CCS, and maintains data classification policies. The result will be a controlled use of CCS, which will contribute to the
effective operation of the business processes. Thus,
H4. A continuous CCS audit program will be positively associated with business process performance.
Organizations see the adoption of CCS as an opportunity to improve their competitive position (Gartner, 2014; Peiris et al.,
2010). However, as with other IT resources, the enabling potential of CCS needs to be leveraged at the business process level
to source overall firm level outcomes. We have suggested that the considerations on the IT governance structures will result in
effective use of CCS at the business process level, resulting in improvements in these processes. Improved business processes
will mean efficiency and effectiveness in carrying out tasks, which will lower the cost of operations. The lower costs would be
possible, as the modern IT-intensive business processes will require less of other resources (like the human resources), reduce
spoilage, and achieve cost savings with better communication and collaboration strategies (Armbrust et al., 2010).
The efficiency and effectiveness of the business processes will influence the profitability of an organization relative to sales,
capital investments, and total assets. Improved profitability will also influence an organizations ability to provide better return
to the shareholders, and increase its capital investment capacity, which will improve market profile of the organization. Overall,
these outcomes emulate to an overall improvement in the financial and competitive position of the organization. Thus,
H5. Business process performance achieved from the leverage of CCS will be positively associated with overall firm performance.
A number of other factors can influence the business process and overall firm performance. Firm size can affect process and
overall firm performance (Choe, 1996; Oliveira et al., 2014). For example, Oliveria et al. (2014) found organizational size is asso-
ciated with cloud computing adoption. Firm size also relates to nature of organizational resources, which can influence the nature

of IT governance structures. Larger organizations may have more flexibility and capacity with resources and they can reconsider
their IT governance structures more quickly. We use the number of employees as a proxy for the size of the form.3
We discuss the design of our research to validate the proposed model in the next section.
3. Research design
We conducted a field survey to collect data to test our research model. We discuss elements of the research design in the
following sections.
We used the ORBIS database to obtain contact details of public and private companies that we planned to include in our sampling
frame. Bureau van Dijk Electronic Publishing (BvDEP) owns the ORBIS database. ORBIS integrates information from numerous sources
like company overviews, and stock data and earnings estimates, and complement this with their own research to create a dynamic global
research tool. Numerous studies have used financial data from the ORBIS database to consider relationship between organizational
characteristics and performance (see, for example, Bloom et al., 2010; Maffini and Mokkas, 2011; Martin et al., 2012; Shroff et al.,
2013; Tian and Twite, 2011). For survey administration reasons, we conducted the survey only in Australia, where organizational and
IT adoption characteristics are similar to other developed economies. Furthermore, the trend of CCS adoption is also consistent with
those of other developed markets. We have used this database to develop our contact list in our previous studies, and we had dataset
of 2493 ‘sampled4’ organizations. We included these organizations in this study.
We had to develop new measurement items for our four (4) reconsiderations in organizations IT governance structures to
govern CCS. We followed the well documented approach of Davis (1989) and Moore and Benbasat (1991), where we pooled
the measurement items, eliminated, sorted and refined the items, and conducted a pilot test on the final set of items. We pooled
seven measurement items for each factor by referring to prior literature and discussion with industry partners and fellow
colleagues. We sought assistance from eight fellow faculty colleagues and postgraduate students with interest and expertise in
the subject matter to sort and refine the constructs' measurement items. This process led to elimination and refinement of the
measurement items. Items were eliminated because the judges felt they did not relate to other items, or could not be grouped
with other items. Through this exercise, we ended up with 3–4 measures for each construct, which are suggested as appropriate
in prior literature (Kenny, 2004). The sorting inter-rater scores, the Cohen's Kappa (κ), of the refined pool of measures indicated
that inter-rater reliability for the participants was within the full agreement range (κ = 0.60–0.80) or within an almost perfect
agreement (κ = 0.81–1.00). The outcome of this sorting and subsequent refinement process was a set of near-final measurement
items for each construct. We then sought assistance from twelve fellow colleagues and other graduate students who did not
participate in the initial item sorting process to pilot test our survey research instrument. They shared some issues with the framing of
the questions, which we addressed to develop our final research instrument. Davies (1989) suggests statistical pre-test of the measure-
ment items. We were unable to conduct this test with 12 pilot test dataset. We framed our measurement items to suite both the potential
and actual adopters of the CCS. For measures of business value, we concur with Rai et al., (2006) that that organizational aggregate
performance is best measured relative to competition. Validated measures exist for business process and overall firm performance.
We relate business process performance to an organization's ability to manage risks and leverage CCS. Management of risks also relates
to an organization's ability to achieve IT-business alignment (Van Grembergen and De Haes, 2009; Wu et al., 2015), which contributes to
business process performance. We consider three dimensions of business value as suggested by Kaplan and Norton (1992) as part of a
balanced scorecard. However, we concur that IT business value follows a path of business process performance to overall firm
performance (Barua and Mukhopadhyay, 2000; Tallon, 2007; Zhu et al., 2004). We consider operational excellence and customer service
quality as measures of business process performance. We source measures of business process performance from Rai et al., (2006) and
Ray et al., (2005). For overall firm performance, we follow the suggestions of Weill and Ross (2004) and measure firm performance with
three dimensions. These dimensions relate to profit (return on equity [ROE], return on investment [ROI], and percent profit margin);
asset utilization (return on assets [ROA]); and growth (percent change in revenue per annum). We use ROE, ROI, and ROA as measures
of overall firm performance. Table 1 contains the final measurement items for the study's constructs.
We adopted Dillman's (2007) methodology to develop and administer the online research instrument. The survey link on the
covering email note directed the potential respondents to access the survey questions. We approached the contacts with an initial

instrument package delivery via email and two email reminders. In most cases, the ORBIS database contained the generic email
contact (for example, info@abc.com.au). Thus, we addressed the covering email to the Chief Operating Officer or the Company
Secretary. At the conclusion of the instrument administration process, we received 228 valid responses. This gave an overall
response rate of 9.15%, which is comparable with other studies that have targeted middle/upper management as target respondents5
(see, for example, Jeffers et al., 2008). Importantly, we collected enough data to test our suggested model and make valid inferences
according to suggested guidelines (see, for example, Chin, 1998; Chin et al., 2003).
Table 2 presents the demographic information on the industry sector and the position of the contacts that responded to the
survey. The contacts responded to the survey from most major industry sectors, and occupied various senior and middle management
positions in their organization. There was a normal distribution of organization size (number of employees) and the experience of the
respondents (age).
We performed a number of diagnostics test on the dataset. An ANOVA test (p b 0.05) was used to test for non-response bias
with the first and the last thirty responses for all measures. We used the contacts that responded after the second reminder as the
proxy for non-responders (Armstrong and Overton, 1977). The results showed no significant differences on any of the variables of
the study. T-values of the measures ranged from 0.01 to 1.56. We also examined common methods bias and did not find this to be
an issue. First, we performed an exploratory factor analysis (EFA) with unrotated principal components analysis (PCA). Six components
emerged with Eigenvalues greater than 1, with a cumulative variance of 82.3%. The first component explained 21.5% variance. Second, we
conducted PCA with varimax rotation. Again, six components emerged with Eigenvalues greater than 1. The rotated component matrix

showed better clustering of the measures compared to the unrotated matrix. Third, we conducted principal axis factoring with varimax
rotation. Six factors emerged and the explained variance was similar to PCA analysis. Finally, we loaded all variables on one factor. The
first factor explained 29.1% variance, and there were five more factors with eigenvalues greater than 1. The outcomes of these analyses
suggested that common methods variance was not an issue. As respondents were required to answer all questions to complete the
survey, missing data was not an issue.
4. Results
We use SmartPLS, a components-based SEM to evaluate the measurement and structural properties of data. SEM allows for modeling
of latent variables indirectly inferred from multiple observed measures. SEM also allows researchers to perform path analytic modeling
with latent variables (Chin et al., 2003; Chin and Newsted, 1999). While there is much discussion on the merits and limitations of co-
variance and component-based, (Chin, 1998), we used components-based SEM because it is more suitable for prediction-based models
(Chin et al., 2003). Because the approach estimates the latent variables as exact linear combinations of the observed measures, it avoids
the indeterminacy problem and provides an exact definition of component scores (Chin et al., 2003). Furthermore, PLS can manage small
sample sizes, and places minimal demands on measurement scales, and distributional assumptions (Chin et al., 2003; Falk and Miller,
1992; Fornell et al., 1982; Marcoulides et al., 2009; Marcoulides and Saunders, 2006). Thus, with our 228 valid responses, component-
based SmartPLS allows us to conduct a robust analysis of the fit of the collected data to the proposed research model.
Table 3 shows basic descriptive information on the survey data and the outer loading when evaluated using SmartPLS. Most measure-
ment items have a mean response value between 4 and 5. The mean of the outer loadings of all manifest variables is above 0.70.
Table 4 presents the factor loading, standard error and t-statistics and the cross loadings. All items factored under their expected
headings (constructs). Measurement items have a factor loading above the rule of thumb 0.70, indicating at least 50% of the variance
in the manifest variable is accounted for by the construct (Hair et al., 2008). Cross-loading analysis reveals manifest variables load highly
only on the desired latent variable.
Table 5 presents the evaluation of measurement properties of Cronbach's alpha, average variance extracted (AVE), composite
reliability, and inter-construct correlations of the dataset. The alpha coefficients of all constructs were higher than 0.70 (Nunnally,
1978). The average variances extracted were all above the 0.50 level (Chin, 1998). The square root of the average variances extracted,
shown in bold, represents the average association of each construct to its measures, was higher than the correlations between the
constructs indicating that the constructs closely relate to their own measures rather than to those of other constructs. These outcomes
ensured the discriminant and convergent validity of data. Table 5 summarizes the outcome of this analysis.
Fig. 3 presents the outcome of the assessment of the structural properties of data to determine the fit of the data to the model. The
associations between the IT governance considerations and the business process performance are as proposed. The four IT governance
considerations explain 51.5% percent variance in the business process performance. Proactive financial management has the strongest
association with the business process performance (path coefficient of 0.457, t-value of 9.258). Overall, data supports hypotheses 1–4
that predicted a positive association between the IT governance considerations and the business process performance. The business
process performance is also positively associated with overall firm performance, and explains 64.8% variance in overall firm perfor-
mance.6 Thus, data supports hypothesis 5. Overall, there is a good fit of the survey data to the proposed research model.

The control variable of firm size did not have a statistically significant association with business process performance or the overall
firm performance. A possible explanation for this observation is that attributes of firm size (capacity, flexibility) that can affect
governance are already captured in the IT governance considerations measures. We conducted a number of additional analyses on the
survey data. We evaluated the impact of industry type. We grouped the industry type into IT-intensive and non-IT intensive industries.
We considered banking and finance, education, healthcare, hospitality, media, professional services, telecommunications, and retail as
IT-intensive industries. We divided the dataset equally from the others group. The ANOVA test indicated some differences in responses
(t-values from 0.53 to 1.77). We observed similar differences in path model analysis with the two groups of data. However, these differ-
ences were not statistically significant. We evaluated the impact of the respondent type on the response to survey questions. We grouped
the Business Analyst, IT manager, Director MIS, and the CIO as ‘technical respondents’ and others as ‘business’ respondents. An ANOVA
test (p b 0.05) indicated that the responses of the groups were not significantly different (t-values from 0.66 to 1.59). We also evaluated
the structural model with these groups of data and did not observe significant differences in the model path coefficients and the t-values.
We also asked the respondents on the stage of CCS adoption (0 — No thought/Not Adopting, 1 — Early Thoughts, 2 — Final Planning Stage,

Adoption). We put 0–3 in “Early” group and 4–7 in “Late” group. The ANOVA test indicated some differences in responses (t-values
from 0.51 to 1.82). We observed similar differences in path model analysis with the two groups of data. However, these differences
were not statistically significant. We discuss these results in the next section.
There is evidence that supports that effective IT governance contributes to IT-business alignment, which is a key driver for sourcing
business value from the IT resources (see, for example, De Haes and Van Grembergen, 2008; Van Grembergen and De Haes, 2009; Wu
et al., 2015). IT-business alignment manages the risks associated with adopting and leveraging the IT resources. The outcome of this effort
is a better fit of the IT resources to the activities of the of business processes resulting in improvement of the business processes.
Introduction of CCS will cause a change in the operational risk profile of the organization (COSO, 2012). Organizations would need to
reconsider their IT governance structures to understand these risks and maintain the desired IT-business alignment. Prior literature
(for example, Prasad et al., 2014) suggests key competencies that could assist in managing CCS-related risks. However, despite the
agreement that organization are unlikely to have new and specific IT governance structures to manage the CCS (Debreceny, 2013;
Wilkin and Chenhall, 2010) there is lack of deliberations on how these competencies could be absorbed into existing governance
structures. Thus, this study's attempt to suggest possible reconsiderations of IT governance structures to manage the CCS is important
and novel.
The support and direction provided by the Board to senior management is vital in senior management's effort to direct the use of IT
resources in an organization (Bart and Turel, 2010; Turel and Bart, 2014; Van Grembergen and De Haes, 2009). Board awareness of the
technology environment will influence the level of support they could provide to senior management. This situation is pertinent in the
CCS environment, where the external factors influence the type of CCS adopted by an organization, and the nature of external risks
embedded in the adopted service. Thus, the Board needs to get involved in the management of the CCS environment. The external
stakeholders (the cloud service providers and the cloud service intermediaries) are the key custodians of the CCS environment knowl-
edge. Boards' interaction with these stakeholders will improve their ‘cloud oversight’ capacity. Thus, we have proposed that Board
need to consider a relational governance approach to contribute to the overseeing of their organization's cloud activity. The implication
of this suggestion is that there is a need for the Board to increase its awareness of the environment that influences an organization's use of
the CCS.
Adoption of CCS will require a change in the way an organization manages and evaluates its IT resources. The important change in
relation to IT adoption is the operational focus on the IT resources. Two factors will contribute to the effective management of the
CCS; how much an organization knows about the CCS, and how an organization evaluates its use of CCS. In consideration of these factors,
we have suggested consideration on the information capacity of the CIO, and the approach to financial management of the CCS. The CIO
will be the key custodian of an organization's CCS-related information. Unlike information that comes with capital commitment to IT
resources, the CCS-related information is dynamic. Thus, an organization's ability to make the most effective use of the available CCS
will be contingent upon the extent to which it manages this information. This means that organizations' governance of the IT-related
information will need to change. Essentially, the CIO needs to build expertise around CCS, which could warrant the need for a chief
cloud officer (Block, 2012; Prasad et al., 2014). The study supports that the information capacity of the CIO associates to business process
performance. The implication of this finding is that adoption of CCS requires reconsideration on the role of the office of the CIO.
There is ample evidence to suggest that lack of understanding on the value of the IT resources contributed to suboptimal IT
adoption decisions (see, for example, Barua and Lee, 1997; Stratopolus and Dehning, 2000; Willcocks and Lester, 1996). Factors
that contributed to this situation included the time lag between IT adoption and IT value realization, and the fact that the
value of the IT resources was shared across various internal and external stakeholders (Barua and Mukhopadhyay, 2000). However,
the utility approach to adopting CCS provides organization with the opportunity to establish better links between the level of investment
in CCS and the business value from these investments. Thus, we suggest that an important consideration in the governance of CCS is
developing competencies relating to financial management of and financial reporting on the CCS. These competencies relate to the ability
to link cost of ownership of CCS to ROI on CCS, control of procurement of CCS, report on the use of CCS, and monitor the health of the CCS
intermediaries. The implication of developing these competencies for an organization is that it will have a proactive approach to financial
management of the CCC environment. This approach will increase awareness of the value of CCS, which will influence the CCS adoption
strategy on an organization.
An organization's decision to adopt CCS will have an impact on the extent of control it has on its overall IT infrastructure.
There will be an indirect influence on the management of the business processes, and organizations may give in to CCS provider
persuasions without evaluating the implications of such actions. CCS providers and intermediaries may also make direct contact
with end users resulting in ‘rogue’ adoption of CCS. These events affect the CCS control environment. Thus, we suggest that
organizations reconsider governance in this context and develop competencies of perform continuous audit of their CCS environment.
The implication of this action would be an ‘upper hand’ in the control of the CCS environment, and a better understanding of the position
of its business processes, data management in the CCS environment.
The overall implication of the suggested considerations of IT governance structures to manage the CCS is an organization that
dictates the activities of the CCS environment. This level of control is possible because the governance considerations will result in
a better understanding of the environment, increase the knowledge on CCS, control of overall financial management of CCS,
and leadership management of the CCS control environment. Subsequently, organizations will better understand and manage
the CCS-related risks, achieve the desired IT-business alignment, and ensure business value from the use of CCS.
A number of factors require consideration when interpreting the outcomes of this research. First, we did not validate our
model using a sample of organizations that have adopted the CCS because such data was not available. Thus, the sampling
frame included organizations that were deemed actual or potential adopters of the CCS. However, our dataset with 226 responses
from actual and potential CCS adopters was adequate to test the model fit (5 paths) and to make statistical inferences from the
analysis. Future research could develop a specific data set for actual CCS adopters to strengthen the design of this type of study.
Furthermore, there is a chance that firms that completed the survey possessed common qualities, (for example, they were better
run firms and were seeking first mover advantage by moving to the cloud). This would have an impact on the association
between the IT governance structures and business value. Second, we did not focus on a specific cloud computing service, the
CCS from a specific vendor, or the SMEs from a specific sector. These situations may present some bias to the research outcomes
owing to comparisons of CCS in different business environments and from different service providers. However, despite the varied
environment or the service providers, considerations on governance of the CCS would be similar. Future research could improve
the internal validity of this type of study by considering an interpretive study on a ‘champion’ organization. Third, despite rigorous
attempts to validate the perceptive measures, and careful administration of the survey instrument, perceptions are susceptible to
bias and error. However, we envisage our efforts have minimized these errors and biases. Fourth, while we would have preferred
to use objective measures of business process and overall firm performance, research ethics guidelines did not permit us to
conduct a survey in an identifiable manner. Thus, we were unable to match the perceptive responses with corresponding
organizations objectives measures of business value. Future research could consider the use of proxies for these perceptive
measures, and will then be able to use objective measures of business process and overall firm performance.
7. Conclusion
CCS is an attractive opportunity for organizations to reconsider how they acquire and leverage their IT resources. However, it is
evident that acquiring new forms of resources will change the risk profile of the organization. In relation to IT resources,
organizations develop to appropriate IT governance structures to understand and manage risks to achieve IT-business alignment.
Organizations see the opportunity for innovation, growth, and sustainability with the enabling potential of the dynamic CCS.

However, organizations need to develop appropriate competencies to realize these benefits. As CCS is another form of IT resource
in an organization's IT portfolio, we have suggested considerations of organizations IT governance structures to manage their new
