KATA PENGANTAR
Salah satu aspek yang penting dalam sistem kediklatan adalah tenaga pengajar,
yang dalam hal ini adalah Widyaiswara, karena perannya sebagai ujung tombak
dalam penyelenggaraan Diklatpim. Widyaiswaralah yang langsung berinteraksi
dengan peserta Diklat dalam kelas dengan berbagi informasi, pengetahuan, dan
pengalaman. Lebih dari itu, Widyaiswara juga memberikan motivasi dan juga
menjadi inspirasi bagi peserta Diklat. Dalam pendek kata, peran Widyaiswara
menentukan pemahaman dan kemampuan peserta dalam mengasilkan outcome
Diklat.

Abstract
This paper addresses an identified gap in knowledge about whether, and
how, perceptions of corruption may influence personal income taxpayer
compliance behaviour. It examines how perceptions of five forms of
corruption may impact upon intentional tax underreporting behaviour by
adopting a sequential mixed-methods approach. Initially, a qualitative
phase was carried out by conducting semi-structured in-depth interviews
with nine participants (three taxpayers, three tax agents and three tax
officers). The second-and core-phase of the research involved extensive
data collection using a mixed-modes field survey conducted through 12 tax
offices across four Indonesian regions. A total of 397 respondents were
surveyed, comprising 196 self-employed and 201 employed taxpayers.
Three principal findings have emerged from the data. First, as expected, the
data from both the qualitative and quantitative phases suggest that high
levels of perceived corruption were evident in Indonesia. Second, the
quantitative findings clearly demonstrate that perceptions of corruption
undermine taxpayers’ intention to report actual income. Third, the findings
ultimately suggest that high levels of perceived general corruption (that is,
abuse of entrusted power by public officials for private gain), grand
corruption (that is, corruption involving high-level public officials) and
grand tax-corruption (that is, corruption involving high-level tax officials)
were influential on intentional tax underreporting behaviour. The present
empirical results support the notions that perceptions of corruption are
important determinants and have a negative impact upon tax compliance
behaviour. The results also imply that combating corruption, especially
grand corruption, would have a beneficial effect on voluntary tax
compliance in Indonesia.

4.2.3 Pendahuluan
For this reason, the meaning of war and peace has been
explored extensively by social scientists (Cooper, 1965; Alvik,
1968; Rosell, 1968; Svancarova & Svancarova, 1967-68;
Haavedsrud, 1970). What remains to be explored,
however, is how veterans of past wars react to viid scenes of a
war. (Ziller, 1990, hal 85-86).

To date, numerous studies have been conducted on anomalous changes in
groundwater levels in monitoring wells in association with the preseismic,
coseismic, and postseismic phases of earthquakes (Grecksch et al., 1999;
Tokunaga, 1999; King et al., 2000; Montgomery and Manga, 2003; Wang et al.,
2004; Caporali et al., 2005; Cutillo and Ge, 2006; Ohno et al., 2006; Itaba and
Koizumi, 2007; Ramana et al., 2007; Singh, 2008).

However, preseismic changes in the groundwater level have rarely been
reported and have provided inconclusive evidence of an underlying
mechanism related to fault deformation or earthquakes (Roeloffs and Quilty,
1997; Koizumi et al., 2004; King et al., 2000).

This study characterizes the effect of the SAIE on groundwater levels, electrical
conductivity, and temperature in 28 monitoring wells on Jeju Island, South
Korea.

Procedures
The survey questionnaire employed 72 questions in total. The respondents
were asked to indicate their beliefs, values, attitudes, intentions and
behaviour with regard to ten constructs using a 7-point rating scale of
interval measurement by using 56 reflective indicators. The employed
constructs and the number of its indicators are as follows: (i) perceptions of
general corruption (PGC) = 5; (ii) perceptions of grand corruption (GCO) = 5;
(iii) perceptions of petty corruption (PCO) = 5; (iv) perceptions of grand tax-
corruption (GTC) = 5; (v) perceptions of petty tax-corruption (PTC) = 5; (vi)
attitude towards tax underreporting (ATB) = 9; (vii) subjective norm towards
tax underreporting (SNO) = 8; (viii) perceived behavioural control over tax
underreporting (PBC) = 8; (ix) intention to correctly report actual income
(ITC) = 4; and (x) level of reported income (TCB) = 2 indicators.

Due to the sensitivity of the research topic, the survey was performed by
research intermediaries (trained research assistants recruited from local
universities). The use of research intermediaries was considered crucial to
assure the potential respondents that the study was an academic project as
well as to indicate that the study had no link with the Indonesian tax
authority. By doing so, it was considered that the extent of social desirability
bias in responding to the questionnaire could be be minimised.

1. Pick one or two target journals. Read instruction to authors carefully and
comply with them.
2. Begin writing process by organizing your thoughts. Organizing.
3. Your writing order is different that that of the finished manucript.
Organized your table and figure fisrt. Then, write the other section after
them.
4. Use simple, straighforward language, correct tenses, and mostly passive
voice.
5. Remember, good writing comes from rewriting. Revise your draft several
times, and make correction in each draft.
6. Don’t plagiarize! Almost all journal now use hitech software to detect
plagiarism.
7. After you finish your first draft, start the process of proofreading and
revising.
8. Have others proefred your penultimate draft before submission. Consider
suggestion and criticism. Even if you don/t agree with them, make sure
you consider them.
9. 9. When uou receive comment back from reviewers, don’t fight with
them. Be responsive to criticism. Your goal is not to win an agurment;
your goal is to pubslih a paper.
10. Don’t discouraged if the paper is rejected. Start improve manuscript
objectivelly. Identify weaknesses, consider new experiment, and new
conclusion.

Publication Standards
The style guide for all AERA journals is the Publication Manual of the
American Psychological Association (APA), 6th edition.
Place all figures and tables at the end of the text, and type figure captions
on a separate page rather than with the original figures. This page is not
counted in the manuscript length limit.
Insert subheads at reasonable intervals to break the monotony of lengthy
text.

Author Guidelines
6. Figure and table should be in black and white, and if it made in color, it
should be readable when it later printed in black and white. Figure and
table should be clearly readable and in a proportional measure to the
overall page. Caption should be numbered, in 8 Cambria and single
spaced. For layouting purpose, please provide the respective captioned
figure/table in with extension .tif/.jpg/.jpeg within a particular folder apart
from the manuscript.
7. Mathematical equation should be clearly written, numbered orderly, and
accompanied with any information needed. Header and footer including
page number must not be used. All hypertext links and section
bookmarks will be removed from papers. If you need to refer to an
Internet email address or URL in your paper, you must type out the
address or URL fully in Regular font.
8. Citation and Reference are written according to APA style.
o Citations should be ordered alphabetically.
o Wikipedia, personal blog, or nonscientific website is not allowed to be
taken into account.
o Primary references should be at least 80% from at least ten references.
o References should be taken from the late five years.
9. Detailed referencing manual can be seen in the Author Guideline that can
be downloaded in journal website.
