a. Rezim dapat didefinisikan sebagai seperangkat prinsip, norma, aturan, dan
prosedur pengambilan keputusan implisit atau eksplisit di mana harapan para
aktor bertemu di bidang hubungan internasional tertentu. Prinsip adalah
keyakinan akan fakta, sebab-akibat, dan kejujuran. Norma adalah standar
perilaku yang didefinisikan dalam hal hak dan kewajiban. Aturan adalah
resep atau larangan khusus untuk bertindak. Prosedur pengambilan
keputusan adalah praktik yang berlaku untuk membuat dan menerapkan
pilihan kolektif. Rezim harus dipahami sebagai sesuatu yang lebih dari
pengaturan sementara yang berubah dengan setiap pergeseran kekuasaan
atau kepentingan. Keohane mencatat bahwa perbedaan analitik dasar harus
dibuat antara rezim dan kesepakatan. Perjanjian bersifat ad hoc, seringkali
merupakan pengaturan ‘‘sekali pakai’. Tujuan dari rezim adalah untuk
memfasilitasi kesepakatan.

a. Public diplomacy is interpreted as a process of communication between the

adopted by the country. Jay Wang (2006) sees public diplomacy as an
attempt to enhance the quality of communication between the state and
society. The resulting impacts cover the political, economic, social fields, and
in practice they are no longer monopolized by the government.
Meanwhile, Jan Mellisen (2006) defines public diplomacy as an effort to
influence other people or organizations outside their country in a positive way
so as to change the person's perspective on a country. Based on all these
definitions, it can be said that public diplomacy functions to promote national
 interests through understanding, nine, and influencing the public abroad.
Therefore, public diplomacy is an instrument of soft power.
