ABSTRACT

Food security is a basic human need in life. Food security is formed by three pillars,
namely food availability, food access and food utilization. The purpose of this
research is to explain the condition of food security in Garut Regency. The data
analysis used is spatial analysis and Multi Criteria Decision Analysis (MCDA). The
location in this study is Garut Regency, which has a fairly good food security index
but there are still several villages that are still food insecure. The data used are
primary data and secondary data obtained from agencies related to food. Based on
results showed that from 442 villages in Garut Regency, 8 priority villages were
obtained (1.81%), 24 priority villages were 2 (5.43%), 44 priority villages were 3
(9.95%), 133 priority villages were 4. (30.09%), 134 priority 5 villages (30.32%)
and 99 priority 6 villages (22.40%). The optimal alternative policy programs in an
effort to increase food security in Garut Regency are the handling of poverty
through the provision of employment, labor intensive, land redistribution;
development of basic infrastructure, and provision of social assistance; and the
development of productive/MSME/labor-intensive businesses to drive the regional
economy.
