KONSOLIDASI TANAH PERKOTAAN MELALUI REVITALISASI PERMUKIMAN
KUMUH DAN PEMBANGUNAN RUMAH SUSUN DI KOTA MAKASSAR

ABSTRAK
Penelitian ini bertujuan untuk mengetahui bagaimana pengaturan dan konsistensi
dalam pelaksanaan serta implikasi hokum yang ditimbulkan dalam kegiatan
penataan/revitalisasi permukiman kumuh serta pembangunan rumah susun di Kota
Makassar. Penelitian ini menggunakan pendekataan kualitatif dan tipe penelitian
deskriptif, dengan melakukan observasi/pengamatan langsung di lapangan, wawancara
dan kuesioner pada masyarakat penghuni permukiman kumuh yang telah tertata dan
belum tertata. Penelitian dilakukan di Kelurahan Lette Kecamatan Mariso, Kelurahan
Buloa di Kecamatan Tallo sebagai wilayah pelaksanaan kegiatan revitalisasi
permukiman kumuh di kota Makassar, Tahap 1 (2006-2008) dan tahap II ( 2014-2017).
Hasil penelitian menunjukkan bahwa: pengaturan penataan permukiman kumuh di
kelurahan Lette Kecamatan Mariso dan Kelurahan Buloa Kecamatan Tallo, diatur dalam
Pasal 51 Perda No.6 Tahun 2006 tentang RTRW Kota Makassar; bahwa pelaksanaan
pada tahap I telah selesai sesuai dengan peraturannya, namun perlu ditingkatkan lagi
dalam pemeliharaan fisik rumag, sarana dan prasaranya, dan untuk tahap II masih
sebatas pematangan lahan, perbaikan drainase dan jalan. Bahwa pelaksanaan
penataan permukiman kumuh telah meningkatkan kesejahteraan, perbaikan rumah dan
mempunyai sertifikat hak atas tanah.

ABSTRACT
This study aimed to identify and analyze things that became the issue to urban land
consolidation such as slums structuring and flats develompment, by examining several
issues, namely: 1) the extent of structuring slums and flats develompment in Makassar;
2) the extent of consistent execution / implementation of land consolidation activities
through revitalization of Makassar city slums and founding Rusunawa; 3) legal
implications arising from the slums revitalization and Rusunawa development in
Makassar City.This study has been done in Kelurahan Lette Kecamatan Mariso and
Kelurahan Buloa Kecamatan Tallo as the location to slums revitalization and Rusunawa
development in Makassar city, for the first step (2006-2008) and secound step (2014-
2014).The data showed that: 1) Implementation of Land Arrangement Makassar through
revitalization activities in Kelurahan Lette Kecamatan Mariso and Kelurahan Buloa
Kecamatan Tallo has been done according to with the existing zoning in Pasal 51
RTRW Makassar (2005-2015); 2) Implementation of Rusunawa development in
Kelurahan Lette for first step (2006-2008) has been done finely, but for the recent at the
current state of the physical seems impressed poorly maintained flats and
environmental infrastructure neglected by the public so that it looks less healthy
neighborhoods, next in Kelurahan Bulao promulgated to revitalize its second step in
2012-2017 only done around 30% during the year 2012-2014, only drainage and road
repairs. Among others this is due, the lack of land for relocation and the lack of public
awareness to the environment; 3) legal implications for public whose homes and
settlement environment has been arranged into improved from severe to moderate
category, there is also an increase in welfare, and land titling, particularly in Kelurahan
Lette.
