ABSTRACT
Bali is one of Indonesian province that one of the biggest income derived from
tourism sector. Until now Bali still hold the principle of harmony and balance
with Hinduism values and life philosophy “Tri Hita Karana” that made Bali as a
major of Tourism Destination Area in Indonesia. Based on the results of the
interview that researchers do to the manager/community, tourists and traders in
each destination then we can conclude that the manager/community has a local
moral values in public life, for examples Banjar, Subak, Sekaha, the Mutual
Cooperation (Nguopin), Menyamabraya, Matilesang Raga, Nawang Iek,
Livelihood Systems as well as the use of the Balinese language and Caste in
people's daily lives. The purpose of this observation is to identify the Bali
Province as a major of Tourism Destination Area in Indonesia, to analyze the
development of tourism in Bali Province that based on culture, analyzing the
process of tourism development based on local genius to increase the carrying
capacity of Bali Province and also to analyze the problem of tourism in Bali. The
method used in this research is survey with tourist, trader and organizer and
doing physical and social observation. The data analyse with descriptive
qualitative method. The result in this research pointed out that behind the famous
Bali, there is still have several problem. Bali are lack of tour guides, lack of
information or instructions for tourists in several attractions, less hospitality, the
lack of public facilities provided by the manager at some attractions, the lack of
bins provided by the manager that make so much trash is scattered at various
attractions, less well-organized hawkers and traders coercion towards tourists to
buy their merchandise, accessibility is difficult because of the condition of street
that relatively small. The solution for this problems are using the local wisdom
wisely, repairing the modal system and the local traders, applying development
system and sustainable tourism and the rules of the spatial pattern.
