Pasal 3 ayat 2
Pencegahan pencemaran yang bersumber dari barang dan bahan
berbahaya yang ada di kapal sebagaimana dimaksud dalam Pasal 2
ayat (2) meliputi:
a. pengendalian anti teritip (Anti-Fouling System/AFS);
b. manajemen air balas di kapal (Ballast Water Management/BWM);
c. standar daya tahan pelindung cat anti karat (Performance
Standard for Protective Coating/PSPC); dan
d. penutuhan kapal (ship recycling).

Manajemen Air Balas


Pasal 48
(1) Setiap kapal dengan ukuran tonase kotor GT 400 (empat ratus Gross
Tonnage) atau lebih yang membawa air balas dan berlayar di perairan
internasional wajib memenuhi ketentuan konvensi manajemen air balas
(ballast water management convention).
(2) Setiap kapal yang membawa air balas dengan kapasitas 1500 m3 atau lebih
yang berlayar di perairan Indonesia wajib memenuhi ketentuan manajemen
air balas dalam Peraturan Menteri ini.
(3) Kapal yang telah memenuhi ketentuan sebagaimana dimaksud pada ayat (1)
dan ayat (2) diterbitkan sertifikat manajemen air balas oleh Direktur
Jenderal.

Pasal 49
Ketentuan manajemen air balas terhadap kapal sebagaimana dimaksud
dalam Pasal 48 ayat (2) adalah sebagai berikut:
a. dilengkapi buku catatan air balas (ballast water record book) dan buku rencana pengelolaan air
balas (ballast water management plan) yang disahkan oleh pejabat yang berwenang dan
dilaporkan untuk diketahui Syahbandar pada pelabuhan setempat;
b. menerapkan pengelolaan air balas untuk kapal yang memiliki kapasitas air balas 1500 m3 hingga
5000 m3 dimana pertukaran air balas hingga 95% (sembilan puluh lima persen) volume balas
dengan jarak minimal 25 (dua puluh lima) mil dari daratanterdekat;
c. apabila huruf b tidak dilakukan maka pembuangan air balas harus melalui alat pengolah air
balas;
d. air balas yang dibuang sebagaimana dimaksud pada huruf c harus memperhatikan ketentuan
dalam pembuangan balas yaitu kurang dari 10 viable organisme/m3 yang memiliki ukuran lebih
besar atau

sama dengan 50 μM dan kurang dari 10 viable organisme/mililiter dengan ukuran antara 10 μM
sampai dengan kurang dari 50 μM, di samping persyaratan tersebut harus memenuhi ketentuan
pembuangan dari indikator mikroba, sesuai standar kesehatan manusiaadalah:
1. toxicogenic vibrio cholerae (O1 dan O139) dengan kurang dari 1 (satu) unit pembentuk koloni (cfu)
per 100 mililiter atau kurang dari 1 cfu per gram (berat basah) sampel zooplankton;
2. escherichia coli kurang dari 250 cfu per 100 mililiter; dan
3. intestinal enterococci kurang dari 100 cfu per 100 mililiter.
e. kapal dengan kapasitas air balas 5000 m3 atau lebih wajib dilengkapi peralatan pengolahan air balas
yang memenuhi ketentuan sebagaimana dimaksud pada huruf d;
f. peralatan sistem manajemen air balas yang terpasang sesuai dengan huruf c dan huruf e harus
disetujui oleh Pemerintah dengan memperhatikan panduan yang dikembangkan oleh organisasi
maritim internasional (International Maritime Organization/IMO).
Pasal 50
(1) Kapal-kapal yang dibebaskan dalam persyaratan sistem manajemen air balas meliputi:
a.kapal yang hanya beroperasi di area pelabuhan dan/atau hanya berlayar tidak lebih dari 50 (lima
puluh) mil; dan
b.kapal yang digunakan sebagai unit penampungan terapung yang tidak berpindah.
(2) Pemberlakuan ketentuan manajemen air balas diatur lebih lanjut dengan keputusan Direktur Jenderal.

BWM System Commissioning Test


 The Committee approved BWM.2/Circ.70 containing guidance for validating the compliance
of individual ballast water management systems approved under regulation D-2 of the BWM
Convention in conjunction with their commissioning on board the ship.
 The Committee invited Delegates to submit proposals to MEPC 74 (May 2019) to mandate
that commissioning tests are carried out for newly installed ballast water management
systems installed on new and existing ships

BW Management Plans

 The Committee adopted MEPC.306(73) which revises the Guidelines for Development of
BWM Plans (G4) as per resolution MEPC.127(53). It recommends that new BWM Plans may
include contingency measures to be taken in the event it is determined that the ballast
water to be discharged is not compliant with the D-2 biological standard. Such action should
be based on BWM.2/Circ.62 and provide for the management of ballast water so that it does
not pose any unacceptable risks to theenvironment, human health, property and resources

The Ballast Water Management plan shall be specific to
each ship and shall at least:
Ballast Water 1 detail safety procedures for the ship and the crew;
Management Plan 2 provide a detailed description of the actions to be
taken to implement the Ballast Water Management
requirements and supplemental Ballast Water
Management practices;
Each ship 3 detail the procedures for the disposal of Sediments at
sea and to shore;
4 procedures for coordinating shipboard Ballast Water
Management that involves discharge to the sea with
the authorities of the State into whose waters such
