BAB I
INTRODUCTION
1.2. Tujuan
Makalah equity dan efisiensi ini memiliki tujuan sebagai berikut :
a. Mengetahui metode alternatif untuk mengalokasikan sumber daya yang langka.
b. Mengetahui hubungan antara permintaan manfaat marginal dan menentukan surplus
konsumen.
c. Mengetahui kondisi dimana pasar efisien dan tidak efisien.
d. Mengetahui gagasan utama tentang keadilan dan evaluasi serta mengklaim pasar
menghasilkan hasil yang tidak adil.

BAB II
ANALYSIS
When a market price allocates a scarce resource, the people who are willing and
able to pay that price get the resource. For example, poor people can't afford to
pay school fees and doctors' fees. Because poor people can't afford items that
most people con sider to be essential, these items are usually allocated by one of
the other methods.
2. Command
A command system allocates resources by the order (command) of someone in
authority. For example, if you have a job, most likely someone tells you what to
do. Your labor is allocated to specific tasks by a command. A command system
works well in organizations in which the lines of authority and responsibility are
clear and it is easy to monitor the activities being performed.
3. Majority Rule
Majority rule allocates resources in the way that a majority of voters choose.
Societies use majority rule to elect representative governments that make some of
the biggest decisions. For example, majority rule decides the tax rates that end up
allocating scarce resources between private use and public use. And majority rule
decides how tax dollars are allocated among competing uses such as education
and healthcare. Majority rule works well when the decisions being made affect
large numbers of people and self interest must be suppressed to use resources
most effectively.

5. First-Come, First-Served
A first-come, first-served method allocates resources to those who are first in line.
First-come, first-served works best when, as in the above examples, a scarce
resource can serve just one user at a time in a sequence. By serving the user who
arrives first, this method minimizes the time spent waiting for the resource to
become free.
6. Lottery
Lotteries allocate resources to those who pick the winning number, draw the
lucky cards, or come up lucky on some other gaming system. State lotteries and
casinos reallocate millions of dollars' worth of goods and services every year.
Lotteries work best when there is no effective way to distinguish among potential
users of a scarce resource.
7. Personal Characteristics
When resources are allocated on the basis of per sonal characteristics, people with
the "right" charac teristics get the resources. Some of the resources that marter
most to you are allocated in this way. Fee example, you will choose a marriage
partner on the basis of personal characteristics. But this method can also be used
in unacceptable ways. Allocating the best jobs to white, Anglo-Saxon males and
dis criminating against visible minorities and women is an example.
8. Force
Force plays a crucial role, for both good and ill, in allocating scarce resources.But
force plays a crucial positive role in allocating resources. It provides the state with
an effective method of transferring wealth from the rich to the poor, and it
provides the legal framework in which voluntary exchange in markets takes place.
A legal system is the foundation on which our market economy functions.
Without courts to enforce contracts, it would not be possible to do business. But
the courts could not enforce contracts without the ability to apply force if
necessary.More broadly, the force of the state is essential to uphold the principle
of the rule of law. This principle is the bedrock of civilized economic (and social
and political) life.

for another unit of the good or service. But willingness to pay determines demand. A
demand curve it marginal benefit curve.
Individual Demand and Market Demand.
The relationship between the price of a good and the quantity demanded by one
person is called individual demand. And the relationship between the price of a good
and the quantity demanded by all buyers is called market demand. The market
demand curve is the horizontal sum of the individual demand curves and is formed
by adding the quantities demanded by all the Individuals at each price.
Customer Surplus
When people buy some thing for less than it is worth to them, they receive a
consumer surplus. Consumer surplus is the excess of the benefit received from a
good over the amount paid for it. We can calculate consumer surplus as the marginal
benefit (or value) of a good minus its price. summed over the quantity bought.

Individual Supply and Market Supply
The relationship between the price of a good and the quantity supplied by one
producer is called individ wal supply. And the relationship between the price of a
good and the quantity supplied by all producers is called market supply. The market
supply curve is the horizontal sum of the individual supply curves and is formed by
odding the quantities supplied by all the producers at each price.
Producer Surplus
When price exceeds marginal cost, the firm receives 1 producer surplus,
Producer surplus is the excess of the amount received from the sale of a good or
service over the cost of producing it. We calculate producer surplus as the price
received minus the marginal cost (or minimum supply-price), sunmed over the
quantity sold.

2.3. Is The Competitive Market Efficient
Efficiency of Competitive
Equilibrium You've seen that the market demand curve for a good or service tells
us the marginal social benefit from it. You've also seen that the market supply
curve of a good or service tells us the marginal social cost of producing it.
Equilibrium in a competitive market occurs when the quantity demanded equals
the quantity supplied at the intersection of the demand curve and the supply curve.
At this intersection point, marginal social benefit on the demand curve equals
marginal social cost on the supply curve. This equality is the condition for
allocative efficiency. So in equilibrium, a competitive market achieves allocative
efficiency.
Market Failure
Markets do not always achieve an efficient outcome. We call a situation in which
a market delivers an inefficient outcome one of market failure. Market failure can
occur because too little of an item is produced (underproduction) or too much is
produced (over production).

buyers and increase the prices received by sellers. So subsidies increase the
quantity produced and lead to overproduction.
Externalities
An externality is a cost or a benefit that affects someone other than the seller or
the buyer. An external cost arises when an electric utility burns coal and emits
carbon dioxide. The utility doesn’t consider the cost of climate change when it
decides how much power to produce. The result is overproduction. An external
benefit arises when an apartment owner installs a smoke detector and decreases
her neighbor fire risk. She doesn’t consider the benefit to her neighbor when she
decides how many detectors to install. The result is underproduction.
Public Goods and Common Resources
A public good is a good or service that is consumed simultaneously by everyone
even if they don’t pay for it. National defense is an example. Competitive markets
would underproduce national defense because it is in each person’s interest to free
ride on everyone else and avoid paying for her or his share of such a good.
Monopoly
A monopoly is a firm that is the sole provider of a good or service. Local water
supply and cable television are supplied by firms that are monopolies. The
monopoly’s self-interest is to maximize its profit. Because the monopoly has no
competitors, it can set the price to achieve its selfinterested goal. To achieve its
goal, a monopoly produces too little and charges too high a price. It leads to
underproduction
High Transactions Costs
When you go to Starbucks, you pay for more than the coffee. You pay your share
of the cost of the barista’s time, the espresso maker, and the decor. When you buy
your first apartment, you will pay for more than the apartment. You will buy the
services of a realtor and a lawyer. Economists call the costs of the services that
enable a market to bring buyers and sellers together transactions costs. It is costly
to operate any market so to use market price to allocate resources, it must be worth
bearing the transactions costs. Some markets are too costly to operate. When
transactions costs are high, the market might underproduce.

2.4. Is The Competitive Market Fair
When a natural disaster strikes, such as a severe winter storm or a hurricane,
the prices of many essential items jump. The reason prices jump is that the
demand and willingness to pay for these items has increased, but the supply has
not changed. So the higher prices achieve an efficient allocation of scarce
resources. News reports of these price hikes almost never talk about efficiency.
Instead, they talk about equity or fairness. All ideas about fairness can be divided
into two broad groups they are.

The second rule says that the only legitimate way a person can acquire
property is to buy it in exchange for something else that the person own.
This means that if resources are allocated efficiently, they may also be allocated
fairly.
Fairness and Efficiency. If private property rights are enforced and if
voluntary exchange takes place in a competitive market, resources will be
allocated efficiently if there are

CLOSING
3.4.Conclusion
Efisiensi dan keadilan sering sekali tidak dapat sejalan. Untuk mencapai
efisiensi maka harus mengorbankan keadilan, begitu pula sebaliknya. Kaedilan
dapat dicapai tetapi konsekuensinya adalah menurunnya efisiensi. First
fundamental theorem of welfare economics menyatakan bahwa ekuilibrium yang
kompetitif dapat mencapai pareto optimum dalam pasar yang sempurna. Dalam
kenyataannya, terjadi kegagalan pasar (market failure), sehingga lahirlah second
fundamental theorem of welfare economics yang menyatakan bahwa dalam
konteks terjadi kegagalan pasar, ekuilibrium yang kompetitif dan memiliki
properti pareto yang optimal dapat dicapai melalui lumpsum transfer. Hal inilah
yang kemudian menjadi dasar intervensi pemerintah untuk mengatasi trade-off
antara efisiensi dan pemerataan melalui kebijakan redistribusi dalam bentuk pajak,
subsidi, dan pengeluaran publik pemerintah.

Q : Nah kan kemaren pandemi banyak perusahaan yang rungkad ya(gulung tiker), nah
mereka itu udah gunain efisiensi dengan menekan biaya produksi sampe phk banyak
karyawan. kira kira apakah itu beneran efisiensi? tapi tetep aja rungkad rungkad juga.
apakah ada solusi lain disaat keadaan seperti itu?
A : Pada saat pandemi covid 19 sangat bedampak bagi seluruh masyarakat Indonesia bahkan
dunia. Salah satunya yaitu perusahaan mengalami kebangkrutan, mereka terpaksa PHK
banyak karyawan. Misalnya sebuah swalayan mem PHK sebagian karyawannya untuk
mengurangi biaya upah karyawan. Hal ini merupakan salah satu cara yg dilakukan
swalayan supaya tidak mengalami kebangkrutan. Apalagi pada saat pandemi pemerintah
meminta seluruh masyarakat agar selalu tetap didalam rumah dan hal ini akan membuat
kurangnya customer pada suatu swalayan. Sehingga memaksimalkan efisiensi namun
mengorbankan keadilan bagi para karyawan yg di PHK. Untuk solusi supaya perusahaan
tidak bangkut yaitu salah satunya mengurangi sumber daya berupa tenaga kerja dan juga
bisa mengalokasikan sumber daya yang mereka miliki untuk meningkatkan keterlibatan
sektor digital.

Q : Tadi kan udh di jelasin ada marginal cost atau biaya marginal sebenernya biaya marginal
itu maksudnya apa?
A : Biaya marginal adalah biaya tambahan yang harus dikeluarkan oleh pihak perusahaan
untuk mampu membuat tiap unit tambahan dari produk usaha yang mampu dihasilkan
oleh perusahaan.

Q : Menurut kalian, apa peran dan hambatan dari perkembangan teknologi terhadap efisiensi
pasar?
A : Peran teknologi modern dalam efisiensi pasar.
1. Mengubah proses manual menjadi otomatis, sehingga dapat mengurangi biaya untuk
tenaga kerja, biaya untuk kertas, alat tulis, dan lain sebagainya.

2. Waktu yang diperlukan untuk mengerjakan suatu tugas pekerjaan menjadi lebih cepat
dengan adanya teknologi.
Hambatan
Hambatan yang dihadapi dalam era teknologi modern cukup besar.
1. Masih cukup banyak daerah yang belum terjangkau sinyal sehingga akses jaringan
belum banyak dirasakan oleh masyarakat. Hal ini terjadi dikarenakan infrastruktur
yang belum memadai, sulitnya akses untuk pembangunan serta populasi yang masih
sedikit di daerah tersebut sehingga valuasi ekonomi rendah.
2. Literasi teknologi modern masyarakat yang cenderung masih rendah sehingga
pemanfaatan teknologi masih sebatas sosial media maupun hiburan saja. Masyarakat
perlu diedukasi tentang pengetahuan dan kecakapan untuk menggunakan teknologi
modern untuk membantu mereka menganalisa pasar, memasarkan hasil produksi
serta memanfaatkan data seabagai rencana mengembangkan bisnisnya.

Q : Di point Market Failure dibilang kegagalan pasar terjadi ketika barang yang diproduksi
terlalu sedikit atau terlalu banyak. Nah faktor-faktor apa saja sih yg mempengaruhi
sehingga perusahaan bisa memproduksi barangnya menjadi terlalu sedikit atau terlalu
banyak?
A : Faktor factor yang mempengaruhi jumlah produksi
1. Harga Barang, jika harga baraang naik jumlah barang yang ditawarkan juga
meningkat dan jikaa harga barang turun akan membuat jumlah barang yang tersedia
akan turun.
2. Biaya Produksi, apabila biaya produksi turun produsen akan meningkatkan kuantitas
produksi begitu pula sebaliknya.

Q : Efficiency dan equity itu kan tidak sejalan, salah satunya pasti harus dikorbankan, nah
pengorbanan apa sih yang dimaksud?
A : Pengorbanan yang dimaksud adalah mengorbankan salah satu diantara efficiency atupun
equity. Dalam hal ini apabila kita ingin memaksimalkan keadilan maka harus
mengorbankan efisiensi, begitu pula sebaliknya apabila ingin memaksimalkan efisiensi
maka kita harus mengorbankan keadaan. Dapat kita ambil contoh apabila suatu
pemerintahan ingin menciptakan keadilan bagi masyarakatnya, mereka mengambil
kebijakan dengan memberikan subsidi BBM secara massal.

Hal ini tentu sangat tidak efisien karena akan memicu konsumsi yang berlebihan dan
subsidi BBM ini akan dinikmati oleh golongan yang tidak seharusnya menerima
subsidi.Berarti dalam hal ini menimbulkan maksimalnya keadilan namun mengorbankan
efisiensi suatu sumber daya. Tetapi apabila pemerintahan menghilangkan subsidi
sekaligus akann membuat kehidupan lapisan orang yang kurang mampu semakin
menderita dan dalam hal ini berarti kita harus mengorbankan keadilan demi
memaksimalkan efisiensi.

Q : Tadi kan kata Lia Command intinya mengalokasikan sumber daya ke pekerja secara
efisien,tpi klo misalnya sudah kita beri sumber daya itu dan pekerja tetap tidak bekerja
secara efisien,kita harus melakukan apa?
A : Apabila sebuah perusahaan sudah berupaya untuk mengalokasikan sumber daya supaya
efisien dengan menggunakan metode command atau perintah atau bisa disebut sebagai
pemimpin suatu perusahaan. Pemimpin tersebut sudah berupaya untuk mengalokasikan
sumber daya tenaga kerja dengan cara memberi perintah untuk mengerjakan tugas tugas
tersebut namun sumber daya yang dialokasikan masih belum bisa efisien kita bisa
menggunakan metode Alokasi Sumber daya yaitu kontes. Dimana kontes ini seorang
pemimpin perusahaan tadi membuat sebuah promosi jabatan. Promosi jabatan ini akan
memotivasi sumber daya tenaga kerja tadi untuk melakukan pekerjaan dengan
semaksimal mungkin untuk bersaing dengan yang lain dalam merebutkan jabatan
tersebut. Hal ini akan sangat membantu memaksimalkan efisiensi dalam mengalokasikan
sumber daya.

Q : Kan waktu itu di ppt ada force (pemaksaan) ya? Nah itu tuh masuknya ke Kapitalis,
Komunis apa Sosialis ya?
A : Metode force atau pemaksaan ini masuk kedalam sistem ekonomi sosialis dimana sistem
ekonomi yang pelaksanaannya diatur langsung oleh pemerintah. Dalam sistem ini pemerintah
bertanggung jawab atas kegiatan perekonomian sepenuhnya. Sistem ekonomi sosialis ini
disebut juga dengan sistem ekonomi terpusat karena memang diatur langsung oleh
pemerintah pusat. Contohnya yaitu untuk menciptakan ekonomi yang efisien pemerintah
mengalokasikan sumber daya bagi negara untuk mentransfer kekayaan dari yang kaya ke
yang miskin.

Q : Di penjelasan tadi kan menyinggung mengenai pasar yang tidak efisien atau bisa disebut
kegagalan pasar ya, kenapa kegagalan pasar bisa disebut tidak efisien apa alasannya dan
juga bagaimana cara mengatasi hambata-hambatan dari kegagalan pasar itu sendiri?
A : Karena kegagalan pasar terjadi ketika konsumen tidak bisa lagi menyamakan tarif
marginal substitusi dan produsen menawarkan barang untuk dijual dengan harga lebih
tinggi daripada biaya marjinal produksi. Permintaan, penawaran dan harga tidak berada
dalam kondisi ekuilibrium. Sebagai akibatnya, pasar gagal mengalokasikan sumber daya
ekonomi dengan cara yang paling efisien. Salah satu cara mengatasinya dengan melalui
pemerintah yang dapat melarang mobil dengan usia tertentu beroperasi di pusat kota.
Tujuannya adalah mengurangi eksternalitas negatif akibat polusi udara. Demikian juga,
pemerintah dapat menjatuhkan hukuman bagi bisnis yang menjual alkohol kepada anak-
anak di bawah umur atau yang menghasilkan limbah berbahaya.
