Step 6 Alternative Development (Tahap 6 Pengembangan Alternatif)
The main aim of this section is to explain and describe scenarios and the cost (construction, maintenance, and total cost). There are
7 alternatives scored by the VE team with one additional scenario (do nothing) as a comparison:
Scoring of the alternatives for Ujung Jabung Road Access Project. Performance is the total of “score * weight” of each criteria. Life cycle cost is calculated for 20
years for all alternatives. Value score is the ratio between performance and life cycle cost. EIRR – economic internal rate of return is the investment rate of
return; EIRR is not included in value score.
Step 8 Conclusion and Recommendation (Tahap 8 Kesimpulan dan Rekomendasi)
Conclusion
• Do Nothing might have a high value score, but there is no EIRR potential; it
indicates that the existing condition is good enough, but it doesn’t have any
significant growth potential on the economy.
• Do minimum (Sei Rambut Bridge) has the second highest value score and
highest EIRR, because the bridge enables people to commute with land
vehicle and therefore reduce the travel time (around 40%). The bridge
achieves such performance by only costing 0.3 billion Rupiah (1 trillion
Rupiah in LCC Cost). Therefore we recommend the decision maker to
choose Do Minimum.
• Alternative 4 have the third highest value score, with typical EIRR,
compared to other road alternatives. Alternative 4 also cover the “Do
Minimum” Scenario, since Sei Rambut Bridge located in “I” section.
Therefore we recommend the decision maker to choose alternative 4 (or
4+).
• The + variant of the alternatives (1+ and 4+) scored less than the normal
variant (1 and 4). This happens because the 5km of road that connect
Kemingking to the nearest port are prone to flooding, and therefore reduce
the performance. Despite the negligible reduction in performance, the +
variant alternatives have higher EIRR than the normal variant, hence we
recommend the decision maker to choose alternative 4+.
• Water/river transport has the highest EIRR despite the lack of performance.
It happens because the performance parameters (and their functions) are
customed into road design parameter. Therefore, we recommend the
decision maker to investigate the river/water transport mode.
Step 8 Conclusion and Recommendation (Tahap 8 Kesimpulan dan Rekomendasi)
