 Industri perbankan Indonesia pada awalnya berkembang dengan dikeluarkannya kebijakan di bidang moneter
oleh pemerintah yang dikenal dengan Paket Kebijakan 1 Juni 1983 mengenai pengurangan ketergantungan bank umum pada
kredit likuiditas Bank Indonesia untuk mendorong memobilisasi dana masyarakat.
Kemudian seiring dengan dikeluarkannya Paket Oktober 1988 yang mana Bank Indonesia mensyaratkan modal
untuk pendirian Bank yang hanya sepuluh milyar rupiah mendorong pertumbuhan bank-bank baru. Adanya tanggung jawab
tersebut dapat membantu memelihara tingkat kesehatan perbankan nasional sehingga dapat berperan secara maksimal dalam
perekonomian nasional. Penilaian tingkat kesehatan bank perlu dilakukan sebagai tolok ukur bagi manajemen untuk menilai
apakah pengelolaan usaha bank telah dilakukan dengan asas-asas perbankan yang sehat dan sesuai dengan ketentuan yang
berlaku. Selanjutnya dapat ditentukan tingkat kesehatan bank yang digolongkan ke dalam empat kategori yaitu : sehat, cukup
sehat, kurang sehat, dan tidak sehat.

 Pengertian Batas Maksimum Pemberian Kredit
(BMPK)

Batas Maksimum Pemberian Kredit (BMPK) adalah Batasan maksimum

penyediaan dana yang diperkirakan untuk dilakukan oleh Bank kepada peminjam atau
kelompok peminjam tertentu, penyertaan dan transaksi rekening administratif. Hubungan
antara kegagalan usaha bank dengan konsentrasi penyediaan adalah sangat signifikan. Oleh
karena,itu, Bank tidak dibenarkan oleh otoritas moneter untuk memberikan penyediaan dana
yang mengakibatkan pelanggaran Batas Maksimum Pemberian Kredit.

Dalam melaksanakan kegiatan penyaluran dana, bank terutama menggunakan dana masyarakat
yang dipercayakan kepadanya, untuk melindungi kepentingan dan kepercayaan masyarakat serta
memelihara Kesehatan dan meningkatkan daya tahan bank, dalam penyaluran dananya bank diwajibkan
mengurangi resiko dengan cara menyebarkan persediaan dana sesuai (BMPK) yang telah ditetapkan
sedemikian rupa sehingga tidak terpusat pada peminjam dan atau kelompok peminjam tertentu.
a. perseorangan atau perusahaan/badan yang merupakan pengendali Bank;
b. perusahaan/badan dimana Bank bertindak sebagai pengendali;
c. perseorangan atau perusahaan/badan lain yang bertindak sebagai pengendali dari perusahaan
sebagaimana dimaksud pada huruf b;
d. perusahaan dimana:
 1) perseorangan dan atau perusahaan/badan sebagaimana dimaksud pada huruf a bertindak sebagai
pengendali;
2) perseorangan dan atau perusahaan/badan sebagaimana dimaksud pada huruf c bertindak sebagai
pengendali;
e. Komisaris, Direksi, dan Pejabat Eksekutif Bank;
f. pihak yang mempunyai hubungan keluarga sampai dengan derajat kedua, baik horizontal maupun
vertikal:
1) dari perseorangan yang merupakan pengendali Bank sebagaimana dimaksud pada huruf a;
2) dari Komisaris, Direksi, dan Pejabat Eksekutif pada Bank sebagaimana dimaksud pada huruf e.
Yang dimaksud dengan hubungan keluarga sampai dengan derajat kedua baik horisontal
maupun vertikal adalah pihak-pihak sebagai berikut:
1. orang tua kandung/tiri/angkat;
2. saudara kandung/tiri/angkat;
3. anak kandung/tiri/angkat;
4. kakek atau nenek kandung/tiri/angkat;
5. cucu kandung/tiri/angkat;
6. saudara kandung/tiri/angkat dari orang tua;
7. suami atau istri;
8. mertua atau besan;
9. suami atau istri dari anak kandung/tiri/angkat
10. kakek atau nenek dari suami atau istri;
11. suami atau istri dari cucu kandung/tiri /angkat;
12. saudara kandung /tiri/angkat dari suami atau istri beserta suami atau istrinya dari saudara yang
bersangkutan.
g. Komisaris, Direksi, dan Pejabat Eksekutif pada perusahaan sebagaimana dimaksud pada huruf a,
huruf b, huruf c, dan atau huruf d;
h. perusahaan/badan yang Komisaris, Direksi, dan atau Pejabat Eksekutifnya merupakan:
1) Komisaris, Direksi, dan atau Pejabat Eksekutif pada Bank;

Pelampauan BMPK adalah selisih lebih
antara persentase BMPK yang
diperkenankan dengan persentase
penyediaan dana terhadap modal bank
pada saat tanggal laporan dan tidak
termasuk dalam pelanggaran BMPK.
1. Penyediaan oleh bank dikategorikan sebagai pelampauan BMPK
apabila disebabkan oleh hal-hal sebagai berikut:
a. Penurunan modal bank
b. Perubahan nilai tukar
c. Perubahan nilai wajar
d. Penggabungan usaha dan atau perubahan struktur
kepengurusan yang menyebabkan perubahan tidak terkait dan
atau kelompok peminjam.
e. Perubahan ketentuan (pihak terkait atau kelompok peminjam).

2. Pelampauan BMPK dihitung berdasarkan nilai yang tercatat pada

tanggal laporan sebagaimana diatur pada SAK yang berlaku
terhadap masing-masing instrumen.

1. Untuk pelampauan BMPK yang disebabkan
penurunan modal bank, perubahan nilai tukar
atau nilai wajar ditetapkan paling lambat 9 bulan
sejak action plan disampaikan pada BI,

2. Untuk pelampauan BMPK yang disebabkan

oleh penggabungan usaha atau perubahan
struktur kepengurusan ditetapkan paling lambat
12 bulan sejak action plan disampaikan pada BI.

3. Untuk pelampauan BMPK yang disebabkan

oleh perubahan ketentuan BI ditetapkan paling
lambat 18 bulan sejak batas akhir waktu
penyampaian action plan.
